AN ACT
To require the Director of the Bureau of Land Management
to withdraw the proposed rule relating to fluid mineral
leases and leasing process, and for other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Restoring American 2
Energy Dominance Act’’. 3
SEC. 2. WITHDRAWAL OF BLM PROPOSED RULE. 4
(a) I
NGENERAL.—Not later than 30 days after the 5
date of enactment of this Act, the Director of the Bureau 6
of Land Management shall withdraw the proposed rule of 7
the Bureau of Land Management entitled ‘‘Fluid Mineral 8
Leases and Leasing Process’’ (88 Fed. Reg. 47562 (July 9
24, 2023)). 10
(b) N
OFURTHERACTION.—The Director of the Bu-11
reau of Land Management may not take any action to 12
finalize, implement, or enforce the proposed rule described 13
in subsection (a) or any substantially similar rule. 14
