2929 (a) A
3030 NNUALREPORTS.—Not later than 1 year after 4
3131 the date of the enactment of this Act, and annually there-5
3232 after for 2 years, the Director of National Intelligence 6
3333 shall submit to the congressional intelligence committees 7
3434 a report on civilian casualties caused by covered oper-8
3535 ations. 9
3636 (b) E
3737 LEMENTS.—Each report under subsection (a) 10
3838 shall include, for the year covered by the report, each of 11
3939 the following: 12
4040 (1) A list identifying each covered operation 13
4141 during that year that has resulted in civilian casual-14
4242 ties that the Director of National Intelligence has 15
4343 confirmed. 16
4444 (2) An identification of the total number of ci-17
4545 vilian casualties resulting from covered operations 18
4646 during that year that the Director of National Intel-19
4747 ligence has confirmed. 20
4848 (3) For each covered operation identified in the 21
4949 list under paragraph (1), an identification of the fol-22
5050 lowing: 23
5151 (A) The date on which, and the location 24
5252 where, the covered operation occurred. 25

6464 ORM.—Each report required under subsection 8
6565 (a) may be submitted in classified form, but if so sub-9
6666 mitted shall include an unclassified executive summary. 10

6868 EFINITIONS.—In this section: 11
6969 (1) C
7070 ONGRESSIONAL INTELLIGENCE COMMIT -12
7171 TEES; INTELLIGENCE COMMUNITY .—The terms 13
7272 ‘‘congressional intelligence committees’’ and ‘‘intel-14
7373 ligence community’’ have the meanings given those 15
7474 terms in section 3 of the National Security Act of 16
7575 1947 (50 U.S.C. 3003). 17

7777 OVERED OPERATION .—The term ‘‘covered 18
7878 operation’’ means an operation— 19
7979 (A) conducted by a foreign government; 20
8080 (B) involving the use of force; and 21
8181 (C) in which intelligence shared by an ele-22
8282 ment of the intelligence community plays a sig-23
8383 nificant role. 24
