To direct the Director of National Intelligence to submit 
to Congress annual reports on civilian casualties caused 
by certain operations of foreign governments, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Civilian Harm Trans-4
parency in Partnerships Act of 2023’’. 5

SEC. 2. REPORTS ON CIVILIAN CASUALTIES CAUSED BY 1
CERTAIN OPERATIONS OF FOREIGN GOVERN-2
MENTS. 3
(a) A
NNUALREPORTS.—Not later than 1 year after 4
the date of the enactment of this Act, and annually there-5
after for 2 years, the Director of National Intelligence 6
shall submit to the congressional intelligence committees 7
a report on civilian casualties caused by covered oper-8
ations. 9
(b) E
LEMENTS.—Each report under subsection (a) 10
shall include, for the year covered by the report, each of 11
the following: 12
(1) A list identifying each covered operation 13
during that year that has resulted in civilian casual-14
ties that the Director of National Intelligence has 15
confirmed. 16
(2) An identification of the total number of ci-17
vilian casualties resulting from covered operations 18
during that year that the Director of National Intel-19
ligence has confirmed. 20
(3) For each covered operation identified in the 21
list under paragraph (1), an identification of the fol-22
lowing: 23
(A) The date on which, and the location 24
where, the covered operation occurred. 25

(B) The element of the foreign government 1
that conducted the covered operation. 2
(C) The individual or entity against which 3
the covered operation was directed. 4
(D) Any other circumstances or facts that 5
the Director of National Intelligence determines 6
relevant. 7
(c) F
ORM.—Each report required under subsection 8
(a) may be submitted in classified form, but if so sub-9
mitted shall include an unclassified executive summary. 10
(d) D
EFINITIONS.—In this section: 11
(1) C
ONGRESSIONAL INTELLIGENCE COMMIT -12
TEES; INTELLIGENCE COMMUNITY .—The terms 13
‘‘congressional intelligence committees’’ and ‘‘intel-14
ligence community’’ have the meanings given those 15
terms in section 3 of the National Security Act of 16
1947 (50 U.S.C. 3003). 17
(2) C
OVERED OPERATION .—The term ‘‘covered 18
operation’’ means an operation— 19
(A) conducted by a foreign government; 20
(B) involving the use of force; and 21
(C) in which intelligence shared by an ele-22
ment of the intelligence community plays a sig-23
nificant role. 24
