2020 This Act may be cited as the ‘‘Fighter Force Preser-4
2121 vation Act of 2023’’. 5
2222 SEC. 2. PLAN FOR LONG-TERM AIR FORCE FIGHTER FORCE 6

2525 LANREQUIRED.—The Secretary of the Air 8

3131 serve, shall develop a long-term tactical fighter force struc-2
3232 ture, recapitalization, training, and sustainment plan for 3
3333 the active and reserve components of the Air Force. 4
3434 (b) E
3535 LEMENTS.—The plan under subsection (a) shall 5
3636 address each of the following: 6
3737 (1) The appropriate mix of tactical fighter air-7
3838 craft force structure, with accompanying operational 8
3939 risk analyses, required for the Secretary of the Air 9
4040 Force to meet expected steady-state, global force 10
4141 management allocation plans and geographical com-11
4242 batant commander contingency operational plans 12
4343 tasked to the Air Force using active and reserve 13
4444 component units. 14
4545 (2) The procurement, divestment, unit activa-15
4646 tion, deactivation, or re-missioning plans or actions 16
4747 the Secretary plans to implement, fiscal year-by-fis-17
4848 cal year, unit-by-unit, for the next 12 years for each 18
4949 active and reserve component tactical fighter aircraft 19
5050 unit existing as of the date of the enactment of this 20
5151 Act, including the rationale and justification for any 21
5252 such plans or actions. 22
5353 (3) The actions the Secretary will take to en-23
5454 sure that required operational readiness rates are 24
5555 maintained during any planned recapitalization, 25

6262 supplant existing piloted tactical fighter aircraft ca-4
6363 pability or capacity with Collaborative Combat Air-5
6464 craft Increment 1 or Increment 2 capability or ca-6

6666 (5) Any plans of the Secretary to augment or 8
6767 supplant existing piloted tactical fighter aircraft 9
6868 training events via acquisition and fielding of com-10
6969 mon, joint, all-domain, high-fidelity synthetic simula-11

7272 EPORT.—Not later than April 1, 2024, the Sec-13
7373 retary of the Air Force shall submit to the congressional 14
7474 defense committees a report that includes the plan devel-15
7575 oped under subsection (a). 16

7777 ORM OFREPORT.—The report required under 17
7878 subsection (c) shall be submitted in unclassified form, but 18
7979 may contain a classified annex. 19

8181 ONGRESSIONAL DEFENSECOMMITTEESDE-20
8282 FINED.—In this section, the term ‘‘congressional defense 21
8383 committees’’ has the meaning given that term in section 22
8484 101(a)(16) of title 10, United States Code. 23
