Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Fighter Force Preser-4 vation Act of 2023’’. 5 SEC. 2. PLAN FOR LONG-TERM AIR FORCE FIGHTER FORCE 6 STRUCTURE. 7 (a) P LANREQUIRED.—The Secretary of the Air 8 Force, in consultation with the Director of the Air Na-9 VerDate Sep 11 2014 01:30 Dec 19, 2023 Jkt 049200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H6735.IH H6735 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 6735 IH tional Guard and the Commander of the Air Force Re-1 serve, shall develop a long-term tactical fighter force struc-2 ture, recapitalization, training, and sustainment plan for 3 the active and reserve components of the Air Force. 4 (b) E LEMENTS.—The plan under subsection (a) shall 5 address each of the following: 6 (1) The appropriate mix of tactical fighter air-7 craft force structure, with accompanying operational 8 risk analyses, required for the Secretary of the Air 9 Force to meet expected steady-state, global force 10 management allocation plans and geographical com-11 batant commander contingency operational plans 12 tasked to the Air Force using active and reserve 13 component units. 14 (2) The procurement, divestment, unit activa-15 tion, deactivation, or re-missioning plans or actions 16 the Secretary plans to implement, fiscal year-by-fis-17 cal year, unit-by-unit, for the next 12 years for each 18 active and reserve component tactical fighter aircraft 19 unit existing as of the date of the enactment of this 20 Act, including the rationale and justification for any 21 such plans or actions. 22 (3) The actions the Secretary will take to en-23 sure that required operational readiness rates are 24 maintained during any planned recapitalization, 25 VerDate Sep 11 2014 01:30 Dec 19, 2023 Jkt 049200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H6735.IH H6735 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 6735 IH modernization, or change of mission affecting tac-1 tical fighter aircraft units. 2 (4) Any plans of the Secretary to augment or 3 supplant existing piloted tactical fighter aircraft ca-4 pability or capacity with Collaborative Combat Air-5 craft Increment 1 or Increment 2 capability or ca-6 pacity. 7 (5) Any plans of the Secretary to augment or 8 supplant existing piloted tactical fighter aircraft 9 training events via acquisition and fielding of com-10 mon, joint, all-domain, high-fidelity synthetic simula-11 tion environments. 12 (c) R EPORT.—Not later than April 1, 2024, the Sec-13 retary of the Air Force shall submit to the congressional 14 defense committees a report that includes the plan devel-15 oped under subsection (a). 16 (d) F ORM OFREPORT.—The report required under 17 subsection (c) shall be submitted in unclassified form, but 18 may contain a classified annex. 19 (e) C ONGRESSIONAL DEFENSECOMMITTEESDE-20 FINED.—In this section, the term ‘‘congressional defense 21 committees’’ has the meaning given that term in section 22 101(a)(16) of title 10, United States Code. 23 Æ VerDate Sep 11 2014 01:30 Dec 19, 2023 Jkt 049200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H6735.IH H6735 kjohnson on DSK7ZCZBW3PROD with $$_JOB
