1919 of 1965 to require local educational agencies to allow
2020 recruiters to access the secondary schools served by the
2121 local educational agency for recruiting activities, and for
2222 other purposes.

2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Recruiters on Campus 4
2727 Act’’ or the ‘‘ROC Act’’. 5

3131 SEC. 2. ESEA MILITARY RECRUITER ACCESS. 1
3232 (a) I
3333 NGENERAL.—Subpart 2 of Part F of title VIII 2
3434 of the Elementary and Secondary Education Act of 1965 3
3535 (20 U.S.C. 7901 et seq.) is amended by inserting after 4
3636 section 8528 the following: 5
3737 ‘‘SEC. 8528A. MILITARY RECRUITER ACCESS TO SECONDARY 6
3838 SCHOOL CAMPUSES. 7
3939 ‘‘Each local educational agency receiving assistance 8
4040 under this Act shall provide military recruiters the same 9
4141 access to the campus of each secondary school served by 10
4242 the local educational agency for the purpose of recruiting 11
4343 students who are at least 17 years of age that is provided 12
4444 to any prospective employer, institution of higher edu-13
4545 cation, or other recruiter.’’. 14

4747 FFECTIVEDATE.—The amendment made by 15
4848 this Act shall take effect 1 year after the date of enact-16
4949 ment of this Act. 17
5050 SEC. 3. COMPLIANCE MONITORING AND REPORTING. 18
5151 On an annual basis, the Secretary of Defense shall— 19
5252 (1) collect information from military recruiters 20
5353 regarding the compliance of local educational agen-21
5454 cies with the requirements of section 8528A of the 22
5555 Elementary and Secondary Education Act of 1965 23
5656 (as added by section 2 of this Act); and 24
