1313 Condemning the Biden Administration’s decision to pause
1414 certain arms transfers to Israel.
1515 Whereas, on October 7, 2023, Hamas terrorists launched a
1616 massive, unprovoked war on Israel, killing over 1,200 in-
1717 nocent people and taking over 240 hostages, including
1818 American citizens;
1919 Whereas since October 7, Israel has faced attacks by Iran
2020 and its proxies including Hezbollah, Hamas, and the
2121 Houthis, which have required significant military re-
2222 sponses;
2323 Whereas under the terms of a 2016 Memorandum of Under-
2424 standing, the United States provides Israel with $3.8 bil-
2525 lion per year in security assistance and missile defense
2626 funding from fiscal years 2019 through 2028, which is
2727 subject to the approval of Congress;

3131 Whereas thus far in fiscal year 2024, Congress has enacted
3232 regular and supplemental legislation appropriating $12.5
3333 billion in security assistance and missile defense for
3434 Israel without any additional conditions;
3535 Whereas Congress plays a vital role in oversight and approval
3636 of direct commercial sales and foreign military sales to
3737 security partners around the world, including Israel;
3838 Whereas, in May 2024, it was reported that President Biden
3939 ordered a pause on certain defense articles ready for im-
4040 minent delivery to Israel, without having consulted with
4141 Congress; and
4242 Whereas, on May 8, 2024, President Biden stated regarding
4343 Israel, ‘‘We’re not going to supply the weapons and artil-
4444 lery shells.’’: Now, therefore, be it
4545 Resolved, That the House of Representatives— 1
4646 (1) condemns the Biden Administration’s deci-2
4747 sion to pause certain arms transfers to Israel as 3
4848 Israel faces unprecedented threats from Iran and its 4
4949 proxies including Hezbollah, Hamas, and the 5
5050 Houthis; 6
5151 (2) calls on the Biden Administration to allow 7
5252 all previously approved arms transfers to Israel to 8
5353 proceed quickly to ensure that Israel can defend 9
5454 itself and defeat threats from Iran and its proxies 10
5555 including Hezbollah, Hamas, and the Houthis; 11
5656 (3) calls on the Biden Administration to utilize 12
5757 all congressionally appropriated funds for security 13
5858 assistance for Israel as Congress intended; 14
