4	4	Resolved, That at any time after adoption of this resolu-
5	5	tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6	6	declare the House resolved into the Committee of the Whole
7	7	House on the state of the Union for consideration of the bill
8	8	(H.R. 4366) making appropriations for military construction,
9	9	the Department of Veterans Affairs, and related agencies for
10	10	the fiscal year ending September 30, 2024, and for other pur-
11	11	poses. The first reading of the bill shall be dispensed with.
12	12	All points of order against consideration of the bill are
13	13	waived. General debate shall be confined to the bill and shall
14	14	not exceed one hour equally divided and controlled by the
15	15	chair and ranking minority member of the Committee on Ap-
16	16	propriations or their respective designees. After general de-
17	17	bate the bill shall be considered for amendment under the
18	18	five-minute rule. The bill shall be considered as read. All
19	19	points of order against provisions in the bill are waived.

21	21	EC. 2. (a) No amendment to the bill shall be in order
22	22	except those printed in the report of the Committee on Rules 2
23	23	•HRES 614 EH
24	24	accompanying this resolution, amendments en bloc described
25	25	in section 3 of this resolution, and pro forma amendments de-
26	26	scribed in section 4 of this resolution.
27	27	(b) Each amendment printed in the report of the Com-
28	28	mittee on Rules shall be considered only in the order printed
29	29	in the report, may be offered only by a Member designated
30	30	in the report, shall be considered as read, shall be debatable
31	31	for the time specified in the report equally divided and con-
32	32	trolled by the proponent and an opponent, shall not be sub-
33	33	ject to amendment except as provided by section 4 of this res-
34	34	olution, and shall not be subject to a demand for division of
35	35	the question in the House or in the Committee of the Whole.
36	36	(c) All points of order against amendments printed in
37	37	the report of the Committee on Rules or against amendments
38	38	en bloc described in section 3 of this resolution are waived.

40	40	EC. 3. It shall be in order at any time for the chair of
41	41	the Committee on Appropriations or her designee to offer
42	42	amendments en bloc consisting of amendments printed in the
43	43	report of the Committee on Rules accompanying this resolu-
44	44	tion not earlier disposed of. Amendments en bloc offered pur-
45	45	suant to this section shall be considered as read, shall be de-
46	46	batable for 20 minutes equally divided and controlled by the
47	47	chair and ranking minority member of the Committee on Ap-
48	48	propriations or their respective designees, shall not be subject
49	49	to amendment except as provided by section 4 of this resolu- 3

51	51	tion, and shall not be subject to a demand for division of the
52	52	question in the House or in the Committee of the Whole.

54	54	EC. 4. During consideration of the bill for amendment,
55	55	the chair and ranking minority member of the Committee on
56	56	Appropriations or their respective designees may offer up to
57	57	10 pro forma amendments each at any point for the purpose
58	58	of debate.

60	60	EC. 5. At the conclusion of consideration of the bill for
61	61	amendment the Committee shall rise and report the bill to
62	62	the House with such amendments as may have been adopted.
63	63	The previous question shall be considered as ordered on the
64	64	bill and amendments thereto to final passage without inter-
65	65	vening motion except one motion to recommit.

67	67	EC. 6. Upon adoption of this resolution it shall be in
68	68	order to consider in the House the joint resolution (S.J. Res.
69	69	9) providing for congressional disapproval under chapter 8 of
70	70	title 5, United States Code, of the rule submitted by the
71	71	United States Fish and Wildlife Service relating to ‘‘Endan-
72	72	gered and Threatened Wildlife and Plants; Lesser Prairie-
73	73	Chicken; Threatened Status With Section 4(d) Rule for the
74	74	Northern Distinct Population Segment and Endangered Sta-
75	75	tus for the Southern Distinct Population Segment’’. All
76	76	points of order against consideration of the joint resolution
77	77	are waived. The joint resolution shall be considered as read.
78	78	All points of order against provisions in the joint resolution 4

80	80	are waived. The previous question shall be considered as or-
81	81	dered on the joint resolution and on any amendment thereto
82	82	to final passage without intervening motion except: (1) one

85	85	Resources or their respective designees; and (2) one motion
86	86	to commit.

93	93	gered and Threatened Wildlife and Plants; Endangered Spe-
94	94	cies Status for Northern Long-Eared Bat’’. All points of
95	95	order against consideration of the joint resolution are waived.

97	97	order against provisions in the joint resolution are waived.
