44 Resolved, That at any time after adoption of this resolu-
55 tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
66 declare the House resolved into the Committee of the Whole
77 House on the state of the Union for consideration of the bill
88 (H.R. 4366) making appropriations for military construction,
99 the Department of Veterans Affairs, and related agencies for
1010 the fiscal year ending September 30, 2024, and for other pur-
1111 poses. The first reading of the bill shall be dispensed with.
1212 All points of order against consideration of the bill are
1313 waived. General debate shall be confined to the bill and shall
1414 not exceed one hour equally divided and controlled by the
1515 chair and ranking minority member of the Committee on Ap-
1616 propriations or their respective designees. After general de-
1717 bate the bill shall be considered for amendment under the
1818 five-minute rule. The bill shall be considered as read. All
1919 points of order against provisions in the bill are waived.

2121 EC. 2. (a) No amendment to the bill shall be in order
2222 except those printed in the report of the Committee on Rules 2

2424 accompanying this resolution, amendments en bloc described
2525 in section 3 of this resolution, and pro forma amendments de-
2626 scribed in section 4 of this resolution.
2727 (b) Each amendment printed in the report of the Com-
2828 mittee on Rules shall be considered only in the order printed
2929 in the report, may be offered only by a Member designated
3030 in the report, shall be considered as read, shall be debatable
3131 for the time specified in the report equally divided and con-
3232 trolled by the proponent and an opponent, shall not be sub-
3333 ject to amendment except as provided by section 4 of this res-
3434 olution, and shall not be subject to a demand for division of
3535 the question in the House or in the Committee of the Whole.
3636 (c) All points of order against amendments printed in
3737 the report of the Committee on Rules or against amendments
3838 en bloc described in section 3 of this resolution are waived.

4040 EC. 3. It shall be in order at any time for the chair of
4141 the Committee on Appropriations or her designee to offer
4242 amendments en bloc consisting of amendments printed in the
4343 report of the Committee on Rules accompanying this resolu-
4444 tion not earlier disposed of. Amendments en bloc offered pur-
4545 suant to this section shall be considered as read, shall be de-
4646 batable for 20 minutes equally divided and controlled by the
4747 chair and ranking minority member of the Committee on Ap-
4848 propriations or their respective designees, shall not be subject
4949 to amendment except as provided by section 4 of this resolu- 3

5151 tion, and shall not be subject to a demand for division of the
5252 question in the House or in the Committee of the Whole.

5454 EC. 4. During consideration of the bill for amendment,
5555 the chair and ranking minority member of the Committee on
5656 Appropriations or their respective designees may offer up to
5757 10 pro forma amendments each at any point for the purpose
5858 of debate.

6060 EC. 5. At the conclusion of consideration of the bill for
6161 amendment the Committee shall rise and report the bill to
6262 the House with such amendments as may have been adopted.
6363 The previous question shall be considered as ordered on the
6464 bill and amendments thereto to final passage without inter-
6565 vening motion except one motion to recommit.

6767 EC. 6. Upon adoption of this resolution it shall be in
6868 order to consider in the House the joint resolution (S.J. Res.
6969 9) providing for congressional disapproval under chapter 8 of
7070 title 5, United States Code, of the rule submitted by the
7171 United States Fish and Wildlife Service relating to ‘‘Endan-
7272 gered and Threatened Wildlife and Plants; Lesser Prairie-
7373 Chicken; Threatened Status With Section 4(d) Rule for the
7474 Northern Distinct Population Segment and Endangered Sta-
7575 tus for the Southern Distinct Population Segment’’. All
7676 points of order against consideration of the joint resolution
7777 are waived. The joint resolution shall be considered as read.
