RESOLUTION 
Providing for consideration of the bill (H.R. 1130) to repeal 
restrictions on the export and import of natural gas; 
providing for consideration of the resolution (H. Res. 
684) condemning the actions of Governor of New Mexico, 
Michelle Lujan Grisham, for subverting the Second 
Amendment to the Constitution and depriving the citi-
zens of New Mexico of their right to bear arms; and 
providing for consideration of the bill (H.R. 5525) mak-

ing continuing appropriations for fiscal year 2024, and 
for other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 1130) to repeal restrictions on the 5
export and import of natural gas. The first reading of the 6
bill shall be dispensed with. All points of order against 7
consideration of the bill are waived. General debate shall 8
be confined to the bill and shall not exceed one hour equal-9
ly divided and controlled by the chair and ranking minor-10
ity member of the Committee on Energy and Commerce 11
or their respective designees. After general debate the bill 12
shall be considered for amendment under the five-minute 13
rule. The amendment in the nature of a substitute rec-14
ommended by the Committee on Energy and Commerce 15
now printed in the bill shall be considered as adopted in 16
the House and in the Committee of the Whole. The bill, 17
as amended, shall be considered as the original bill for 18
the purpose of further amendment under the five-minute 19
rule and shall be considered as read. All points of order 20
against provisions in the bill, as amended, are waived. No 21
further amendment to the bill, as amended, shall be in 22
order except those printed in the report of the Committee 23
on Rules accompanying this resolution. Each such further 24

amendment may be offered only in the order printed in 1
the report, may be offered only by a Member designated 2
in the report, shall be considered as read, shall be debat-3
able for the time specified in the report equally divided 4
and controlled by the proponent and an opponent, shall 5
not be subject to amendment, and shall not be subject to 6
a demand for division of the question in the House or in 7
the Committee of the Whole. All points of order against 8
such further amendments are waived. At the conclusion 9
of consideration of the bill for amendment the Committee 10
shall rise and report the bill, as amended, to the House 11
with such further amendments as may have been adopted. 12
The previous question shall be considered as ordered on 13
the bill, as amended, and on any further amendment 14
thereto to final passage without intervening motion except 15
one motion to recommit. 16

EC. 2. Upon adoption of this resolution it shall be 17
in order without intervention of any point of order to con-18
sider in the House the resolution (H. Res. 684) con-19
demning the actions of Governor of New Mexico, Michelle 20
Lujan Grisham, for subverting the Second Amendment to 21
the Constitution and depriving the citizens of New Mexico 22
of their right to bear arms. The resolution shall be consid-23
ered as read. The previous question shall be considered 24
as ordered on the resolution and preamble to adoption 25

without intervening motion or demand for division of the 1
question except one hour of debate equally divided and 2
controlled by the chair and ranking minority member of 3
the Committee on the Judiciary or their respective des-4

in order to consider in the House the bill (H.R. 5525) 7
making continuing appropriations for fiscal year 2024, 8
and for other purposes. All points of order against consid-9
eration of the bill are waived. The bill shall be considered 10
as read. All points of order against provisions in the bill 11
are waived. The previous question shall be considered as 12
ordered on the bill and on any amendment thereto to final 13
passage without intervening motion except: (1) one hour 14
of debate equally divided and controlled by the chair and 15
ranking minority member of the Committee on Appropria-16
tions or their respective designees; and (2) one motion to 17
