Resolved, That at any time after adoption of this reso-1 lution the Speaker may, pursuant to clause 2(b) of rule 2 XVIII, declare the House resolved into the Committee of 3 the Whole House on the state of the Union for consider-4 ation of the bill (H.R. 1130) to repeal restrictions on the 5 export and import of natural gas. The first reading of the 6 bill shall be dispensed with. All points of order against 7 consideration of the bill are waived. General debate shall 8 be confined to the bill and shall not exceed one hour equal-9 ly divided and controlled by the chair and ranking minor-10 ity member of the Committee on Energy and Commerce 11 or their respective designees. After general debate the bill 12 shall be considered for amendment under the five-minute 13 rule. The amendment in the nature of a substitute rec-14 ommended by the Committee on Energy and Commerce 15 now printed in the bill shall be considered as adopted in 16 the House and in the Committee of the Whole. The bill, 17 as amended, shall be considered as the original bill for 18 the purpose of further amendment under the five-minute 19 rule and shall be considered as read.
