684) condemning the actions of Governor of New Mexico, Michelle Lujan
Grisham, for subverting the Second Amendment to the Constitution

RESOLUTION
Providing for consideration of the bill (H.R. 4365) making
appropriations for the Department of Defense for the
fiscal year ending September 30, 2024, and for other
purposes; providing for consideration of the bill (H.R.
1130) to repeal restrictions on the export and import
of natural gas; and providing for consideration of the
resolution (H. Res. 684) condemning the actions of Gov-
ernor of New Mexico, Michelle Lujan Grisham, for sub-
verting the Second Amendment to the Constitution and

depriving the citizens of New Mexico of their right to
bear arms.
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 4365) making appropriations for 5
the Department of Defense for the fiscal year ending Sep-6
tember 30, 2024, and for other purposes. The first reading 7
of the bill shall be dispensed with. All points of order 8
against consideration of the bill are waived. General de-9
bate shall be confined to the bill and shall not exceed one 10
hour equally divided and controlled by the chair and rank-11
ing minority member of the Committee on Appropriations 12
or their respective designees. After general debate the bill 13
shall be considered for amendment under the five-minute 14
rule. The bill shall be considered as read. All points of 15
order against provisions in the bill are waived. 16

EC. 2. (a) No amendment to the bill shall be in order 17
except those printed in part A of the report of the Com-18
mittee on Rules accompanying this resolution, amend-19
ments en bloc described in section 3 of this resolution, and 20
pro forma amendments described in section 4 of this reso-21
lution. 22
(b) Each amendment printed in part A of the report 23
of the Committee on Rules shall be considered only in the 24

order printed in the report, may be offered only by a Mem-1
ber designated in the report, shall be considered as read, 2
shall be debatable for the time specified in the report 3
equally divided and controlled by the proponent and an 4
opponent, shall not be subject to amendment except as 5
provided by section 4 of this resolution, and shall not be 6
subject to a demand for division of the question in the 7
House or in the Committee of the Whole. 8
(c) All points of order against amendments printed 9
in part A of the report of the Committee on Rules or 10
against amendments en bloc described in section 3 of this 11
resolution are waived. 12

EC. 3. It shall be in order at any time for the chair 13
of the Committee on Appropriations or her designee to 14
offer amendments en bloc consisting of amendments print-15
ed in part A of the report of the Committee on Rules ac-16
companying this resolution not earlier disposed of. Amend-17
ments en bloc offered pursuant to this section shall be con-18
sidered as read, shall be debatable for 20 minutes equally 19
divided and controlled by the chair and ranking minority 20
member of the Committee on Appropriations or their re-21
spective designees, shall not be subject to amendment ex-22
cept as provided by section 4 of this resolution, and shall 23
not be subject to a demand for division of the question 24
in the House or in the Committee of the Whole. 25

SEC. 4. During consideration of the bill for amend-1
ment, the chair and ranking minority member of the Com-2
mittee on Appropriations or their respective designees may 3
offer up to 10 pro forma amendments each at any point 4
for the purpose of debate. 5

EC. 5. At the conclusion of consideration of the bill 6
for amendment the Committee shall rise and report the 7
bill to the House with such amendments as may have been 8
adopted. The previous question shall be considered as or-9
dered on the bill and amendments thereto to final passage 10
without intervening motion except one motion to recom-11
mit. 12

ommended by the Committee on Energy and Commerce 2
now printed in the bill shall be considered as adopted in 3
the House and in the Committee of the Whole. The bill, 4
as amended, shall be considered as the original bill for 5
the purpose of further amendment under the five-minute 6
rule and shall be considered as read. All points of order 7
against provisions in the bill, as amended, are waived. No 8
further amendment to the bill, as amended, shall be in 9
order except those printed in part B of the report of the 10
Committee on Rules accompanying this resolution. Each 11

demning the actions of Governor of New Mexico, Michelle 6
Lujan Grisham, for subverting the Second Amendment to 7
the Constitution and depriving the citizens of New Mexico 8
of their right to bear arms. The resolution shall be consid-9
ered as read. The previous question shall be considered 10
as ordered on the resolution and preamble to adoption 11
without intervening motion or demand for division of the 12
question except one hour of debate equally divided and 13
controlled by the chair and ranking minority member of 14
the Committee on the Judiciary or their respective des-15
