Resolved, That at any time after adoption of this reso-1 lution the Speaker may, pursuant to clause 2(b) of rule 2 XVIII, declare the House resolved into the Committee of 3 the Whole House on the state of the Union for consider-4 ation of the bill (H.R. 4365) making appropriations for 5 the Department of Defense for the fiscal year ending Sep-6 tember 30, 2024, and for other purposes. The first reading 7 of the bill shall be dispensed with. All points of order 8 against consideration of the bill are waived. General de-9 bate shall be confined to the bill and shall not exceed one 10 hour equally divided and controlled by the chair and rank-11 ing minority member of the Committee on Appropriations 12 or their respective designees.
