44 Resolved, That at any time after adoption of this resolu-
55 tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
66 declare the House resolved into the Committee of the Whole
77 House on the state of the Union for consideration of the bill
88 (H.R. 4821) making appropriations for the Department of
99 the Interior, environment, and related agencies for the fiscal
1010 year ending September 30, 2024, and for other purposes. The
1111 first reading of the bill shall be dispensed with. All points of
1212 order against consideration of the bill are waived. General de-
1313 bate shall be confined to the bill and shall not exceed one
1414 hour equally divided and controlled by the chair and ranking
1515 minority member of the Committee on Appropriations or
1616 their respective designees. After general debate the bill shall
1717 be considered for amendment under the five-minute rule. The
1818 bill shall be considered as read. All points of order against
1919 provisions in the bill are waived.

2121 EC. 2. (a) No amendment to H.R. 4821 shall be in

3131 ignated in the report, shall be considered as read, shall be de-
3232 batable for the time specified in the report equally divided
3333 and controlled by the proponent and an opponent, shall not
3434 be subject to amendment except as provided by section 4 of
3535 this resolution, and shall not be subject to a demand for divi-
3636 sion of the question in the House or in the Committee of the
3737 Whole.
3838 (c) All points of order against amendments printed in
3939 part A of the report of the Committee on Rules or against
4040 amendments en bloc described in section 3 of this resolution

4343 EC. 3. It shall be in order at any time for the chair of
4444 the Committee on Appropriations or her designee to offer
4545 amendments en bloc consisting of amendments printed in
4646 part A of the report of the Committee on Rules accom-
4747 panying this resolution not earlier disposed of. Amendments
4848 en bloc offered pursuant to this section shall be considered

5858 EC. 4. During consideration of H.R. 4821 for amend-
5959 ment, the chair and ranking minority member of the Com-
6060 mittee on Appropriations or their respective designees may
6161 offer up to 10 pro forma amendments each at any point for
6262 the purpose of debate.

6464 EC. 5. At the conclusion of consideration of H.R. 4821
6565 for amendment the Committee shall rise and report the bill
6666 to the House with such amendments as may have been adopt-
6767 ed. The previous question shall be considered as ordered on

6969 tervening motion except one motion to recommit.
