19	19	Providing for consideration of the bill (H.R. 5893) making
20	20	appropriations for the Departments of Commerce and
21	21	Justice, Science, and Related Agencies for the fiscal year
22	22	ending September 30, 2024, and for other purposes,
23	23	and providing for consideration of the bill (H.R. 5961)
24	24	to freeze certain Iranian funds involved in the 2023
25	25	hostage deal between the United States and Iran, and
26	26	for other purposes.

30	30	Resolved, That at any time after adoption of this reso-1
31	31	lution the Speaker may, pursuant to clause 2(b) of rule 2
32	32	XVIII, declare the House resolved into the Committee of 3
33	33	the Whole House on the state of the Union for consider-4
34	34	ation of the bill (H.R. 5893) making appropriations for 5
35	35	the Departments of Commerce and Justice, Science, and 6
36	36	Related Agencies for the fiscal year ending September 30, 7
37	37	2024, and for other purposes. The first reading of the bill 8
38	38	shall be dispensed with. All points of order against consid-9
39	39	eration of the bill are waived. General debate shall be con-10
40	40	fined to the bill and shall not exceed one hour equally di-11
41	41	vided and controlled by the chair and ranking minority 12
42	42	member of the Committee on Appropriations or their re-13
43	43	spective designees. After general debate the bill shall be 14
44	44	considered for amendment under the five-minute rule. An 15
45	45	amendment in the nature of a substitute consisting of the 16
46	46	text of Rules Committee Print 118–12 shall be considered 17
47	47	as adopted in the House and in the Committee of the 18
48	48	Whole. The bill, as amended, shall be considered as the 19
49	49	original bill for the purpose of further amendment under 20
50	50	the five-minute rule and shall be considered as read. All 21
51	51	points of order against provisions in the bill, as amended, 22
