RESOLUTION
Providing for consideration of the bill (H.R. 5893) making
appropriations for the Departments of Commerce and
Justice, Science, and Related Agencies for the fiscal year
ending September 30, 2024, and for other purposes,
and providing for consideration of the bill (H.R. 5961)
to freeze certain Iranian funds involved in the 2023
hostage deal between the United States and Iran, and
for other purposes.

Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 5893) making appropriations for 5
the Departments of Commerce and Justice, Science, and 6
Related Agencies for the fiscal year ending September 30, 7
2024, and for other purposes. The first reading of the bill 8
shall be dispensed with. All points of order against consid-9
eration of the bill are waived. General debate shall be con-10
fined to the bill and shall not exceed one hour equally di-11
vided and controlled by the chair and ranking minority 12
member of the Committee on Appropriations or their re-13
spective designees. After general debate the bill shall be 14
considered for amendment under the five-minute rule. An 15
amendment in the nature of a substitute consisting of the 16
text of Rules Committee Print 118–12 shall be considered 17
as adopted in the House and in the Committee of the 18
Whole. The bill, as amended, shall be considered as the 19
original bill for the purpose of further amendment under 20
the five-minute rule and shall be considered as read. All 21
points of order against provisions in the bill, as amended, 22
are waived. 23

EC. 2. (a) No further amendment to H.R. 5893, as 24
amended, shall be in order except those printed in part 25

this resolution, amendments en bloc described in section 2
3 of this resolution, and pro forma amendments described 3
in section 4 of this resolution. 4
(b) Each further amendment printed in part A of the 5
report of the Committee on Rules shall be considered only 6
in the order printed in the report, may be offered only 7
by a Member designated in the report, shall be considered 8
as read, shall be debatable for the time specified in the 9
report equally divided and controlled by the proponent and 10
an opponent, shall not be subject to amendment except 11
as provided by section 4 of this resolution, and shall not 12
be subject to a demand for division of the question in the 13
House or in the Committee of the Whole. 14
(c) All points of order against further amendments 15
printed in part A of the report of the Committee on Rules 16
or against amendments en bloc described in section 3 of 17
this resolution are waived. 18

EC. 3. It shall be in order at any time for the chair 19
of the Committee on Appropriations or her designee to 20
offer amendments en bloc consisting of further amend-21
ments printed in part A of the report of the Committee 22
on Rules accompanying this resolution not earlier disposed 23
of. Amendments en bloc offered pursuant to this section 24
shall be considered as read, shall be debatable for 20 min-25

EC. 4. During consideration of H.R. 5893 for 8
amendment, the chair and ranking minority member of 9
the Committee on Appropriations or their respective des-10
ignees may offer up to 10 pro forma amendments each 11
at any point for the purpose of debate. 12

EC. 5. At the conclusion of consideration of H.R. 13
5893 for amendment the Committee shall rise and report 14
the bill, as amended, to the House with such further 15
amendments as may have been adopted. The previous 16
question shall be considered as ordered on the bill, as 17
amended, and on any further amendment thereto to final 18
passage without intervening motion except one motion to 19
recommit. 20

EC. 6. Upon adoption of this resolution it shall be 21
in order to consider in the House the bill (H.R. 5961) 22
to freeze certain Iranian funds involved in the 2023 hos-23
tage deal between the United States and Iran, and for 24

of the bill are waived. In lieu of the amendment rec-1
ommended by the Committee on Foreign Affairs now 2
printed in the bill, an amendment in the nature of a sub-3
stitute consisting of the text of Rules Committee Print 4
118–14, modified by the amendment printed in part B of 5
the report of the Committee on Rules accompanying this 6
resolution, shall be considered as adopted. The bill, as 7
amended, shall be considered as read. All points of order 8
against provisions in the bill, as amended, are waived. The 9
previous question shall be considered as ordered on the 10
bill, as amended, and on any further amendment thereto 11
to final passage without intervening motion except: (1) one 12
hour of debate equally divided and controlled by the chair 13
and ranking minority member of the Committee on For-14
eign Affairs or their respective designees; and (2) one mo-15
tion to recommit. 16
