24+Denouncing the harmful, anti-American energy policies of
25+the Biden administration, and for other purposes.
426 Whereas President Joe Biden and his administration have
527 proposed and finalized regulations that increase the cost
628 of energy for domestic consumers, hamper domestic pro-
729 duction of energy, and increase reliance on foreign adver-
830 saries for energy needs;
931 Whereas then-candidate Joe Biden is quoted as saying, ‘‘I
1032 will end fossil fuels.’’;

1136 Whereas decreasing domestic production of fossil fuels does
1237 not prevent the fuels from being produced globally, but
1338 instead increases the United States reliance on other
1439 countries for its energy needs;
1540 Whereas the United States is reliant on China and other for-
1641 eign adversaries for many of the minerals necessary for
1742 renewable energy development;
1843 Whereas the Biden administration has blocked domestic min-
1944 eral development despite the massive increase in demand
2045 for these minerals;
2146 Whereas the United States became the global leader in
2247 liquified natural gas exports for the first time in 2023;
2348 Whereas, on January 26, 2024, the Biden administration an-
24-nounced guidance that would prohibit liquified natural 2

49+nounced guidance that would prohibit liquified natural
2650 gas exports and permitting for export facilities under sec-
2751 tion 3 of the Natural Gas Act (15 U.S.C. 717b);
2852 Whereas, under President Biden, gasoline prices reached a
2953 record-breaking high in 2022, with prices soaring to a
3054 nationwide average of over $4 a gallon and nearly $5 for
3155 diesel;
3256 Whereas gas prices have increased due to President Biden’s
3357 policies, affecting families and small businesses who
3458 struggle to make ends meet;
3559 Whereas, in May 2023, it was calculated that nearly
3660 20,000,000 households in the United States were behind
3761 on their utility bills because of rising energy prices;
3862 Whereas energy prices increased roughly 37.2 percent in
3963 President Biden’s first 26 months in office, which is the
4064 largest increase of any of the last 7 Presidents;

4168 Whereas President Biden canceled the Keystone XL pipeline
4269 on his first day in office, preventing over 11,000 jobs,
4370 hundreds of thousands of barrels of oil per day, and mil-
4471 lions in revenue;
4572 Whereas the Biden administration illegally canceled leases in
4673 the Arctic National Wildlife Refuge, even though the
4774 leases were mandated under the Tax Cuts and Jobs Act;
4875 Whereas the Biden administration added extraction restric-
4976 tions to 13,000,000 acres of the National Petroleum Re-
5077 serve–Alaska;
5178 Whereas the Biden administration canceled 3 proposed lease
5279 sales in the Gulf of Mexico;
5380 Whereas President Trump held 9 offshore lease sales and

5682 Whereas the Biden administration has proposed numerous
5783 antifossil fuel policies that restrict Federal land develop-
5884 ment causing companies to cease investment in research,
5985 development, and exploration;
6086 Whereas the Biden administration implemented a 20-year
6187 mining moratorium on 225,000 acres of the Superior Na-
6288 tional Forest in northern Minnesota;
6389 Whereas the Biden administration continues to restrict min-
6490 eral extraction in areas including Chaco Canyon, Black
6591 Hills National Forest, and the Thompson Divide;
6692 Whereas, in 2022, more than one-third of Americans say they
6793 reduced or skipped basic expenses, such as medicine or
6894 food, to pay an energy bill;
6995 Whereas President Biden issued Executive Order 14008 on
7096 his first day in office, which halted all new oil and nat-
7197 ural gas leasing on Federal lands, violating the Mineral

73102 rior to hold quarterly lease sales;
74103 Whereas the Biden administration did not hold an onshore
75104 lease sale until June 2022, and the first sale excluded
76105 nearly 80 percent of eligible lands while instituting a 50-
77106 percent royalty increase;
78107 Whereas, in fiscal year 2022, the first full fiscal year of the
79108 Biden administration, the Bureau of Land Management
80109 approved an average of 233 drilling permits per month;
81110 Whereas, in contrast, the Bureau of Land Management was
82111 approving nearly 400 drilling permits monthly in fiscal
83112 year 2020;
84113 Whereas the Biden administration has held only 18 lease

88116 232,000 acres bringing in roughly $180,000,000 in Fed-
89117 eral funding, approximately one-tenth of the acreage and

92120 tion had held 82 lease sales, leasing 3,700,000 acres and
93121 bringing in over $1,700,000,000 for taxpayers.
94122 Whereas the Bureau of Land Management proposed a rule
95123 titled ‘‘Waste Prevention, Production Subject to Royal-
96124 ties, and Resource Conservation’’ (87 Fed. Reg. 73588)
97125 which aims to further regulate natural gas emissions
98126 from oil and natural gas production on Federal lands;
99127 Whereas the Bureau of Land Management issued Instruc-
100128 tional Memoranda that restrict the rights of existing
101129 leaseholders, ignore statutory mandates, and will limit
102130 acreage in future sales;

104135 ‘‘Conservation and Landscape Health’’ (88 Fed. Reg.
105136 19583) that would illegally elevate conservation as a mul-
106137 tiple use under the Federal Land Management Policy Act

108139 Whereas the Biden administration has proposed a rule titled
109140 ‘‘Fluid Mineral Leases and Leasing Process’’ (88. Fed.
110141 Reg. 47562) that would establish preference criteria to
111142 limit oil and gas leasing on Federal lands, while increas-
112143 ing royalty and bonding rates for oil and gas producers
113144 on Federal lands; and
114145 Whereas the Biden administration proposed numerous sup-
115146 plemental environmental impact statements for resource
116-management plans across Western States that would lock 5

119149 opment: Now, therefore, be it
120-Resolved, That the House of Representatives—
121-(1) denounces the harmful anti-American energy
122-policies of the Biden administration;
123-(2) denounces the irrational and unpredictable Fed-
124-eral lands policies of the Biden administration;
125-(3) condemns the energy crisis plaguing families,
126-businesses, and Americans around the country that has
127-been caused by the Biden administration; and
128-(4) encourages the domestic production of reliable
129-and affordable energy generation sources.
