A BILL 
To enhance and expand cooperation between the Department 
of Defense and the Government of Taiwan. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Taiwan Cybersecurity 4
Resiliency Act of 2023’’. 5
SEC. 2. MILITARY CYBERSECURITY COOPERATION WITH 6
TAIWAN. 7
(a) R
EQUIREMENT.—Not later than 180 days after 8
the date of the enactment of this Act, the Secretary of 9
Defense, acting through the Under Secretary of Defense 10

for Policy, in concurrence with the Secretary of State and 1
in coordination with the Commander of the United States 2
Cyber Command and the Commander of the United States 3
Indo-Pacific Command, shall seek to engage the Govern-4
ment of Taiwan for the purpose of expanding cooperation 5
on military cybersecurity activities. 6
(b) C
OOPERATIONEFFORTS.—In expanding the co-7
operation of military cybersecurity activities between the 8
Department of Defense and the Government of Taiwan 9
under subsection (a), the Secretary of Defense may carry 10
out efforts— 11
(1) to actively defend military networks, infra-12
structure, and systems; 13
(2) to eradicate malicious cyber activity that 14
has compromised such networks, infrastructure, and 15
systems; 16
(3) to leverage United States commercial and 17
military cybersecurity technology and services to 18
harden and defend such networks, infrastructure, 19
and systems; and 20
(4) to conduct combined cybersecurity training 21
activities and exercises. 22

RIEFINGS.— 23
(1) R
EQUIREMENT.—Not later than 180 days 24
after the date of the enactment of this Act, the Sec-25

retary of Defense, in coordination with the Secretary 1
of State, shall provide to the appropriate committees 2
of Congress a briefing on the implementation of this 3
section. 4
(2) C
ONTENTS.—The briefing under paragraph 5
(1) shall include the following: 6
(A) A description of the feasibility and ad-7
visability of expanding the cooperation on mili-8
tary cybersecurity activities between the De-9
partment of Defense and the Government of 10
Taiwan. 11
(B) An identification of any challenges and 12
resources that need to be addressed so as to ex-13
pand such cooperation. 14
(C) An overview of efforts undertaken pur-15
suant to this section. 16
(D) Any other matter the Secretary con-17
siders relevant. 18

PPROPRIATECOMMITTEES OF CONGRESSDE-19
FINED.—In this section, the term ‘‘appropriate commit-20
tees of Congress’’ means— 21
(1) the Committee on Armed Services and the 22
Committee on Foreign Relations of the Senate; and 23
