17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Increasing American 4
21	21	Jobs Through Greater United States Exports to Africa 5
22	22	and Latin America Act of 2023’’. 6
23	23	SEC. 2. INVESTMENT, TRADE, AND DEVELOPMENT IN AFRI-7
24	24	CA AND LATIN AMERICA AND THE CARIB-8
25	25	BEAN. 9

31	31	(1) IN GENERAL.—The President shall establish 1
32	32	a comprehensive United States strategy for public 2
33	33	and private investment, trade, and development in 3
34	34	Africa and Latin America and the Caribbean. 4

36	36	OCUS OF STRATEGY .—The strategy re-5
37	37	quired by paragraph (1) shall focus on increasing ex-6
38	38	ports of United States goods and services to Africa 7
39	39	and Latin America and the Caribbean by 200 per-8
40	40	cent in real dollar value by the date that is 10 years 9
41	41	after the date of the enactment of this Act. 10

43	43	ONSULTATIONS.—In developing the strat-11
44	44	egy required by paragraph (1), the President shall 12
45	45	consult with— 13
46	46	(A) Congress; 14
47	47	(B) each agency that is a member of the 15
48	48	Trade Promotion Coordinating Committee; 16
49	49	(C) the relevant multilateral development 17
50	50	banks, in coordination with the Secretary of the 18
51	51	Treasury and the respective United States Ex-19
52	52	ecutive Directors of such banks; 20
53	53	(D) each agency that participates in the 21
54	54	Trade Policy Staff Committee established; 22
55	55	(E) the President’s Export Council; 23
56	56	(F) each of the development agencies; 24

68	68	UBMISSION TO CONGRESS .— 8

70	70	TRATEGY.—Not later than 180 days 9
71	71	after the date of the enactment of this Act, the 10
72	72	President shall submit to Congress the strategy 11
73	73	required by subsection (a). 12

75	75	ROGRESS REPORT.—Not later than 3 13
76	76	years after the date of the enactment of this 14
77	77	Act, the President shall submit to Congress a 15
78	78	report on the implementation of the strategy re-16
79	79	quired by paragraph (1). 17

86	86	serve as Special Latin America and the Caribbean Export 22

88	88	(1) to oversee the development and implementa-24
89	89	tion of the strategy required by subsection (a); and 25

102	102	African Affairs or the Assistant Secretary of 10
103	103	State for Western Hemisphere Affairs, as ap-11
104	104	propriate; 12
105	105	(D) the Export-Import Bank of the United 13
106	106	States; 14
107	107	(E) the United States International Devel-15
108	108	opment Finance Corporation; and 16
109	109	(F) the development agencies. 17

112	112	ICA AND THECARIBBEAN.—It is the sense of Congress 19
113	113	that, not later than one year after the date of the enact-20
114	114	ment of this Act, the Secretary of Commerce and other 21
115	115	high-level officials of the United States Government with 22
116	116	responsibility for export promotion, financing, and devel-23
117	117	opment should conduct joint trade missions to Africa and 24
118	118	to Latin America and the Caribbean. 25

122	122	(d) TRAINING.—The President shall develop a plan— 1
123	123	(1) to standardize the training received by 2
124	124	United States and Foreign Commercial Service offi-3
125	125	cers, economic officers of the Department of State, 4
126	126	and economic officers of the United States Agency 5
127	127	for International Development with respect to the 6
128	128	programs and procedures of the Export-Import 7
129	129	Bank of the United States, the United States Inter-8
130	130	national Development Finance Corporation, the 9
131	131	Small Business Administration, and the United 10
132	132	States Trade and Development Agency; and 11
133	133	(2) to ensure that, not later than one year after 12
134	134	the date of the enactment of this Act— 13
135	135	(A) all United States and Foreign Com-14
136	136	mercial Service officers that are stationed over-15
137	137	seas receive the training described in paragraph 16
138	138	(1); and 17
139	139	(B) in the case of a country to which no 18
140	140	United States and Foreign Commercial Service 19
141	141	officer is assigned, any economic officer of the 20
142	142	Department of State stationed in that country 21
143	143	receives that training. 22

168	168	term ‘‘Trade Policy Staff Committee’’ means the 15
169	169	Trade Policy Staff Committee established pursuant 16
170	170	to section 2002.2 of title 15, Code of Federal Regu-17

174	174	MITTEE.—The term ‘‘Trade Promotion Coordinating 20
