3131 (1) IN GENERAL.—The President shall establish 1
3232 a comprehensive United States strategy for public 2
3333 and private investment, trade, and development in 3
3434 Africa and Latin America and the Caribbean. 4

3636 OCUS OF STRATEGY .—The strategy re-5
3737 quired by paragraph (1) shall focus on increasing ex-6
3838 ports of United States goods and services to Africa 7
3939 and Latin America and the Caribbean by 200 per-8
4040 cent in real dollar value by the date that is 10 years 9
4141 after the date of the enactment of this Act. 10

4343 ONSULTATIONS.—In developing the strat-11
4444 egy required by paragraph (1), the President shall 12
4545 consult with— 13
4646 (A) Congress; 14
4747 (B) each agency that is a member of the 15
4848 Trade Promotion Coordinating Committee; 16
4949 (C) the relevant multilateral development 17
5050 banks, in coordination with the Secretary of the 18
5151 Treasury and the respective United States Ex-19
5252 ecutive Directors of such banks; 20
5353 (D) each agency that participates in the 21
5454 Trade Policy Staff Committee established; 22
5555 (E) the President’s Export Council; 23
5656 (F) each of the development agencies; 24

7171 after the date of the enactment of this Act, the 10
7272 President shall submit to Congress the strategy 11

7575 ROGRESS REPORT.—Not later than 3 13

7777 Act, the President shall submit to Congress a 15

112112 ICA AND THECARIBBEAN.—It is the sense of Congress 19
113113 that, not later than one year after the date of the enact-20
114114 ment of this Act, the Secretary of Commerce and other 21
115115 high-level officials of the United States Government with 22
116116 responsibility for export promotion, financing, and devel-23
117117 opment should conduct joint trade missions to Africa and 24
118118 to Latin America and the Caribbean. 25

122122 (d) TRAINING.—The President shall develop a plan— 1
123123 (1) to standardize the training received by 2
124124 United States and Foreign Commercial Service offi-3
125125 cers, economic officers of the Department of State, 4
126126 and economic officers of the United States Agency 5
127127 for International Development with respect to the 6
128128 programs and procedures of the Export-Import 7
129129 Bank of the United States, the United States Inter-8
130130 national Development Finance Corporation, the 9
131131 Small Business Administration, and the United 10
132132 States Trade and Development Agency; and 11
133133 (2) to ensure that, not later than one year after 12
134134 the date of the enactment of this Act— 13
135135 (A) all United States and Foreign Com-14
136136 mercial Service officers that are stationed over-15
137137 seas receive the training described in paragraph 16
138138 (1); and 17
139139 (B) in the case of a country to which no 18
140140 United States and Foreign Commercial Service 19
141141 officer is assigned, any economic officer of the 20
142142 Department of State stationed in that country 21
143143 receives that training. 22

174174 MITTEE.—The term ‘‘Trade Promotion Coordinating 20
