Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Increasing American 4 Jobs Through Greater United States Exports to Africa 5 and Latin America Act of 2023’’. 6 SEC. 2. INVESTMENT, TRADE, AND DEVELOPMENT IN AFRI-7 CA AND LATIN AMERICA AND THE CARIB-8 BEAN. 9 (a) S TRATEGYREQUIRED.— 10 VerDate Sep 11 2014 21:42 Feb 07, 2023 Jkt 039200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S158.IS S158 pbinns on DSKJLVW7X2PROD with $$_JOB 2 •S 158 IS (1) IN GENERAL.—The President shall establish 1 a comprehensive United States strategy for public 2 and private investment, trade, and development in 3 Africa and Latin America and the Caribbean. 4 (2) F OCUS OF STRATEGY .—The strategy re-5 quired by paragraph (1) shall focus on increasing ex-6 ports of United States goods and services to Africa 7 and Latin America and the Caribbean by 200 per-8 cent in real dollar value by the date that is 10 years 9 after the date of the enactment of this Act. 10 (3) C ONSULTATIONS.—In developing the strat-11 egy required by paragraph (1), the President shall 12 consult with— 13 (A) Congress; 14 (B) each agency that is a member of the 15 Trade Promotion Coordinating Committee; 16 (C) the relevant multilateral development 17 banks, in coordination with the Secretary of the 18 Treasury and the respective United States Ex-19 ecutive Directors of such banks; and 3 (H) the private sector, including busi-4 nesses, nongovernmental organizations, and Af-5 rican and Latin American and Caribbean dias-6 pora groups. 7 (4) S UBMISSION TO CONGRESS .— 8 (A) S TRATEGY.—Not later than 180 days 9 after the date of the enactment of this Act, the 10 President shall submit to Congress the strategy 11 required by subsection (a). 12 (B) P ROGRESS REPORT.—Not later than 3 13 years after the date of the enactment of this 14 Act, the President shall submit to Congress a 15 report on the implementation of the strategy re-16 quired by paragraph (1). 17 (b) S PECIALAFRICA ANDLATINAMERICA AND THE 18 C ARIBBEANEXPORTSTRATEGYCOORDINATORS.—The 19 President shall designate an individual to serve as Special 20 Africa Export Strategy Coordinator and an individual to 21 serve as Special Latin America and the Caribbean Export 22 Strategy Coordinator— 23 (1) to oversee the development and implementa-24 tion of the strategy required by subsection (a); 4 (B) the Assistant United States Trade 5 Representative for African Affairs or the Assist-6 ant United States Trade Representative for the 7 Western Hemisphere, as appropriate; 8 (C) the Assistant Secretary of State for 9 African Affairs or the Assistant Secretary of 10 State for Western Hemisphere Affairs, as ap-11 propriate; 12 (D) the Export-Import Bank of the United 13 States; 14 (E) the United States International Devel-15 opment Finance Corporation; and 16 (F) the development agencies. 17 (c) T RADEMISSIONS TOAFRICA ANDLATINAMER-18 ICA AND THECARIBBEAN.—It is the sense of Congress 19 that, not later than one year after the date of the enact-20 ment of this Act, the Secretary of Commerce and other 21 high-level officials of the United States Government with 22 responsibility for export promotion, financing, and devel-23 opment should conduct joint trade missions to Africa and 24 to Latin America and the Caribbean. 25 VerDate Sep 11 2014 21:42 Feb 07, 2023 Jkt 039200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S158.IS S158 pbinns on DSKJLVW7X2PROD with $$_JOB 5 •S 158 IS (d) TRAINING.—The President shall develop a plan— 1 (1) to standardize the training received by 2 United States and Foreign Commercial Service offi-3 cers, economic officers of the Department of State, 4 and economic officers of the United States Agency 5 for International Development with respect to the 6 programs and procedures of the Export-Import 7 Bank of the United States, the United States Inter-8 national Development Finance Corporation, the 9 Small Business Administration, and the United 10 States Trade and Development Agency; and 11 (2) to ensure that, not later than one year after 12 the date of the enactment of this Act— 13 (A) all United States and Foreign Com-14 mercial Service officers that are stationed over-15 seas receive the training described in paragraph 16 (1);
