27+(1) ALIEN.—The term ‘‘alien’’ has the meaning 1
28+given that term in section 101(a) of the Immigration 2
29+and Nationality Act (8 U.S.C. 1101(a)). 3

32+TEES.—The term ‘‘appropriate congressional com-5
33+mittees’’ means— 6
34+(A) the Committee on Foreign Relations 7

38+the Committee on Financial Services of the 11

41+AMILY MEMBER.—The term ‘‘family mem-13
42+ber’’ means, with respect to an individual, a spouse, 14
43+child, parent, sibling, grandchild, or grandparent of 15
44+the individual. 16

46+OREIGN PERSON.—The term ‘‘foreign per-17
47+son’’ means an individual or entity that is not a 18
48+United States person. 19

50+OREIGN PORT.—The term ‘‘foreign port’’ 20

52+side facility outside of the United States used prin-22

64+ATERIAL SUPPORT.—The term ‘‘material 4
65+support’’ has the meaning given the term ‘‘material 5
66+support or resources’’ in section 2339A of title 18, 6
67+United States Code. 7

69+NITED STATES PERSON .—The term 8
70+‘‘United States person’’ means— 9
71+(A) a United States citizen or an alien law-10
72+fully admitted for permanent residence to the 11
73+United States; or 12
74+(B) an entity organized under the laws of 13
75+the United States or any jurisdiction within the 14
76+United States, including a foreign branch of 15
77+such an entity. 16

79+ESSEL.—The term ‘‘vessel’’ means any 17
80+watercraft or aircraft capable of being used as a 18
81+means of transportation on, under, or over water. 19
82+SEC. 3. STATEMENT OF POLICY. 20
83+It is the policy of the United States— 21
84+(1) to deny the Islamic Republic of Iran the 22
85+ability to engage in destabilizing activities, support 23
86+international terrorism, fund the development and 24
87+acquisition of weapons of mass destruction and the 25

91+means to deliver such weapons by limiting export of 1
92+petroleum and petroleum products by the Islamic 2
93+Republic of Iran; 3
94+(2) to deny the Islamic Republic of Iran funds 4
95+to oppress and commit human rights violations 5
96+against the Iranian people who are assembling 6
97+peacefully to redress the Iranian regime; 7
98+(3) to sanction entities that violate the laws of 8
99+the United States by providing support to the Ira-9
100+nian energy sector; and 10
101+(4) that the actions of the Islamic Republic of 11
102+Iran to finance and facilitate the participation of 12
103+foreign terrorist organizations in ongoing conflicts 13
104+and illicit activities is detrimental to the national se-14
105+curity interests of the United States. 15
106+SEC. 4. SANCTIONS WITH RESPECT TO FOREIGN PERSONS 16
107+THAT ENGAGE IN CERTAIN TRANSACTIONS. 17
108+(a) I
109+MPOSITION OFSANCTIONS.— 18
110+(1) I
111+N GENERAL.—On and after the date that 19
112+is 90 days after the date of the enactment of this 20
113+Act, the President shall impose the sanctions de-21
114+scribed in subsection (b) with respect to a foreign 22
115+person that the President determines knowingly en-23
116+gaged, on or after such date of enactment, in an ac-24
117+tivity described in paragraph (2). 25

122+engages in an activity described in this paragraph if 2
123+the foreign person— 3
124+(A) owns or operates a foreign port that, 4
125+on or after the date of the enactment of this 5
126+Act, permitted to dock at such foreign port a 6
127+vessel— 7
128+(i) that is included on the list of spe-8
129+cially designated nationals and blocked 9
130+persons maintained by the Office of For-10
131+eign Assets Control of the Department of 11
132+the Treasury for transporting Iranian 12
133+crude oil; or 13
134+(ii) of which the operator or owner of 14
135+such vessel otherwise knowingly engages in 15
136+a significant transaction to transport, off-16
137+load, or deal in condensate, refined, or 17
138+unrefined petroleum products, or other pe-18
139+trochemical products originating from the 19
140+Islamic Republic of Iran; 20
141+(B) owns or operates a vessel that con-21
142+ducts a sea-to-sea transfer involving a signifi-22
143+cant transaction of any petroleum product origi-23
144+nating from the Islamic Republic of Iran; 24

469-and petroleum products by the Islamic Republic of 6

471-(2) to deny the Islamic Republic of Iran funds 8
472-to oppress and commit human rights violations 9
473-against the Iranian people who are assembling peace-10
474-fully to redress the Iranian regime; 11
475-(3) to sanction entities that provide support to 12
476-the Iranian energy sector; and 13
477-(4) to counter the efforts of the Islamic Republic 14
478-of Iran to finance and facilitate the participation of 15
479-foreign terrorist organizations in ongoing conflicts 16
480-and illicit activities in the region and beyond, which 17
481-is detrimental to the national security interests of the 18

483-SEC. 4. SANCTIONS WITH RESPECT TO FOREIGN PERSONS 20

1032-ENSE OFCONGRESS.—It is the sense of Congress 3
1033-that sanctions are a vital foreign policy and national secu-4
1034-rity tool, and as such, it is critical that the Department 5
1035-of State and other agencies with responsibilities relating to 6
1036-sanctions across the executive branch— 7
1037-(1) are fully staffed, including through the 8
1038-prompt confirmation by the Senate of a qualified 9
1039-head of the Office of Sanctions Coordination of the 10
1040-Department of State; and 11
1041-(2) have the resources and infrastructure nec-12
1042-essary for the successful development and implementa-13
1043-tion of sanctions. 14

1045-NCREASINGRESOURCES AND IMPROVINGMOD-15
1046-ERNIZATION FORSANCTIONSIMPLEMENTATION.—The Sec-16
1047-retary of State shall take steps to modernize the sanctions 17
1048-infrastructure and increase resources dedicated to imple-18
1049-menting sanctions, including by— 19
1050-(1) ensuring the Department of State has nec-20
1051-essary subscriptions and access to open-source data-21
1052-bases for purposes of making determinations to sup-22
1053-port the designation of persons for the imposition of 23
1054-sanctions; 24
1055-(2) equipping bureaus involved in drafting and 25
1056-reviewing evidentiary packages to support such des-26

1071-scribing steps the Department of State is taking to address 11
1072-challenges in the ability of the Department to support the 12
1073-designation of persons for the imposition of sanctions. 13

1076-authorized to be appropriated to the Secretary of State for 15
1077-fiscal year 2025 $15,000,000 to carry out this section. 16

1173-NGENERAL.—Not later than 90 days after the 16
1174-date of the enactment this Act, the Secretary of State, in 17
1175-consultation with the Secretary of the Treasury and draw-18
1176-ing on subject-matter experts including economists and stat-19
1177-isticians from the Department of State and the Department 20
1178-of the Treasury, shall submit to the appropriate congres-21
1179-sional committees (as defined in section 2(c)) a report on 22
1180-the impacts on the Islamic Republic of Iran of sanctions 23
1181-imposed by the United States. 24

1191-missile development, proliferation of Iranian 7
1192-drones and missiles to state and non-state actors, 8
1193-uranium enrichment, and funding of terrorist 9
1194-groups in the ‘‘Axis of Resistance’’, and how 10
1195-sanctions have meaningfully impacted the ability 11
1196-of such groups to operate. 12
1197-(B) Key officials of the Iranian regime, in-13
1198-cluding their access to alternative financial mar-14
1199-kets, their standard of living, and impacts to 15
1200-their personal wealth. 16
1201-(C) The operations of independent civil so-17
1202-ciety organizations in Iran, including the ability 18
1203-of such organizations to access products that 19
1204-would allow them to document and share human 20
1205-rights abuses, promote democratic norms, and 21
1206-engage in political dissent. 22
1207-(D) The efficacy of licensing actions aimed 23
1208-at ensuring the people of Iran have access to cir-24
1209-cumvention technologies around Iranian regime 25
