16+SEC. 2. ENSURING TIMELY UPDATES TO U.S. CUSTOMS AND 6
17+BORDER PROTECTION FIELD MANUALS. 7
18+(a) I
19+NGENERAL.—Not less frequently than tri-8
20+ennially, the Commissioner of U.S. Customs and Border 9
21+Protection shall review and update, as necessary, the cur-10
22+rent policies and manuals of the Office of Field Operations 11
23+related to inspections at ports of entry to ensure the uni-12
24+form implementation of inspection practices that will ef-13
25+fectively respond to technological and methodological 14
26+changes designed to disguise illegal activity, such as the 15
27+smuggling of drugs and humans, along the border. 16

29+EPORTINGREQUIREMENT.—Shortly after each 17
30+update required under subsection (a), the Commissioner 18
31+of U.S. Customs and Border Protection shall submit a re-19
32+port to the Committee on Homeland Security and Govern-20
33+mental Affairs of the Senate and the Committee on Home-21
34+land Security of the House of Representatives that sum-22 3

36+marizes the policy and manual changes implemented by 1
37+such update. 2

19-(a) INGENERAL.—Not less frequently than triennially, the
20-Commissioner of U.S. Customs and Border Protection shall review
21-and update, as necessary, the current policies and manuals of
22-the Office of Field Operations related to inspections at ports of
23-entry to ensure the uniform implementation of inspection practices
24-that will effectively respond to technological and methodological
25-changes designed to disguise illegal activity, such as the smuggling
26-of drugs and humans, along the border.

28-EPORTING REQUIREMENT.—Shortly after each update
29-required under subsection (a), the Commissioner of U.S. Customs
30-and Border Protection shall submit a report to the Committee
31-on Homeland Security and Governmental Affairs of the Senate S. 206—2
32-and the Committee on Homeland Security of the House of Rep-
33-resentatives that summarizes the policy and manual changes imple-
34-mented by such update.
