3232 (a) I
3333 NGENERAL.—The Secretary of Defense shall 5
3434 conduct a study, through the use of an independent and 6
3535 objective organization outside the Department of Defense, 7
3636 on the correlation between military construction projects 8
3737 and facilities sustainment, restoration, and modernization 9
3838 projects at installations of the Department of Defense that 10
3939 affect the quality of life of members of the Armed Forces 11
4040 and their dependents and the following: 12
4141 (1) Retention of members of the Armed Forces 13
4242 on active duty. 14
4343 (2) Physical health of members of the Armed 15
4444 Forces, including an identification of whether the 16
4545 age, condition, and deferred maintenance of a dor-17
4646 mitory or barracks is in any way related to the fre-18
4747 quency of sexual assaults and other crimes at instal-19
4848 lations of the Department. 20
4949 (3) Mental health of members of the Armed 21
5050 Forces. 22

5252 EPORT.—Not later than one year after the date 23
5353 of the enactment of this Act, the Secretary shall submit 24
5454 to the Committee on Armed Services of the Senate and 25
