ties sustainment, restoration, and modernization projects
on members of the Armed Forces and their dependents,
and for other purposes.
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Armed Forces Facility 4
Conditions and Quality of Life Act’’. 5

SEC. 2. STUDY ON IMPACT ON MEMBERS OF THE ARMED 1
FORCES AND DEPENDENTS OF CONSTRUC-2
TION PROJECTS THAT AFFECT QUALITY OF 3
LIFE. 4
(a) I
NGENERAL.—The Secretary of Defense shall 5
conduct a study, through the use of an independent and 6
objective organization outside the Department of Defense, 7
on the correlation between military construction projects 8
and facilities sustainment, restoration, and modernization 9
projects at installations of the Department of Defense that 10
affect the quality of life of members of the Armed Forces 11
and their dependents and the following: 12
(1) Retention of members of the Armed Forces 13
on active duty. 14
(2) Physical health of members of the Armed 15
Forces, including an identification of whether the 16
age, condition, and deferred maintenance of a dor-17
mitory or barracks is in any way related to the fre-18
quency of sexual assaults and other crimes at instal-19
lations of the Department. 20
(3) Mental health of members of the Armed 21
Forces. 22

EPORT.—Not later than one year after the date 23
of the enactment of this Act, the Secretary shall submit 24
to the Committee on Armed Services of the Senate and 25
the Committee on Armed Services of the House of Rep-26
