14+SEC. 2. AUTHORIZATION OF MAJOR MEDICAL FACILITY 4
15+PROJECTS OF DEPARTMENT OF VETERANS 5
16+AFFAIRS FOR FISCAL YEAR 2023. 6
17+(a) I
18+NGENERAL.—The Secretary of Veterans Affairs 7
19+may carry out the following major medical facility projects 8
20+in fiscal year 2023 at the locations specified and in an 9
21+amount for each project not to exceed the amount speci-10
22+fied for such location: 11
23+(1) Construction of a community-based out-12
24+patient clinic and national cemetery in Alameda, 13
25+California, in an amount not to exceed 14
26+$395,000,000. 15
27+(2) Construction of a community living center 16
28+and renovation of domiciliary and outpatient facili-17
29+ties in Canandaigua, New York, in an amount not 18
30+to exceed $506,400,000. 19
31+(3) Construction of a new health care center in 20
32+El Paso, Texas, in an amount not to exceed 21
33+$700,000,000. 22
34+(4) Seismic upgrade and specialty care improve-23
35+ments in Fort Harrison, Montana, in an amount not 24

50+UTHORIZATION OFAPPROPRIATIONS.—There is 12
51+authorized to be appropriated to the Secretary of Veterans 13
52+Affairs for fiscal year 2023 or the year in which funds 14
53+are appropriated for the Construction, Major Projects ac-15
54+count, $3,716,000,000 for the projects authorized in sub-16
55+section (a). 17

13-SECTION 1. SHORT TITLE.
14-This Act may be cited as the ‘‘Fiscal Year 2023 Veterans Affairs
15-Major Medical Facility Authorization Act’’.
16-SEC. 2. AUTHORIZATION OF MAJOR MEDICAL FACILITY PROJECTS OF
68+To authorize major medical facility projects for the
1769 Department of Veterans Affairs for fiscal year
18-2023.
19-(a) INGENERAL.—The Secretary of Veterans Affairs may carry
20-out the following major medical facility projects in fiscal year 2023
21-at the locations specified and in an amount for each project not
22-to exceed the amount specified for such location:
23-(1) Construction of a community-based outpatient clinic
24-and national cemetery in Alameda, California, in an amount
25-not to exceed $395,000,000.
26-(2) Construction of a community living center and renova-
27-tion of domiciliary and outpatient facilities in Canandaigua,
28-New York, in an amount not to exceed $506,400,000.
29-(3) Construction of a new health care center in El Paso,
30-Texas, in an amount not to exceed $700,000,000.
31-(4) Seismic upgrade and specialty care improvements in
32-Fort Harrison, Montana, in an amount not to exceed
33-$88,600,000.
34-(5) Realignment and closure of the Livermore campus in
35-Livermore, California, in an amount not to exceed $490,000,000.
36-(6) Construction of a new medical facility in Louisville,
37-Kentucky, in an amount not to exceed $1,013,000,000.
38-(7) Seismic retrofit and renovation, roadway and site
39-improvements, construction of a new specialty care facility,
40-demolition, and expansion of parking facilities in Portland,
41-Oregon, in an amount not to exceed $523,000,000.

43-UTHORIZATION OF APPROPRIATIONS.—There is authorized S. 30—2
44-to be appropriated to the Secretary of Veterans Affairs for fiscal
45-year 2023 or the year in which funds are appropriated for the
46-Construction, Major Projects account, $3,716,000,000 for the
47-projects authorized in subsection (a).
