SECTION 1. SHORT TITLE. 15
This Act may be cited as the ‘‘Fire Island AIDS Me-16
morial Establishment Act’’. 17
SEC. 2. PURPOSES. 18
The purposes of the Act are— 19
(1) to honor and remember the many residents 20
of Fire Island Pines and Cherry Grove, New York, 21
who suffered and died from the AIDS epidemic; and 22
(2) to educate future generations about the AIDS 23
epidemic and the impact of the AIDS epidemic on the 24
Fire Island communities in the State of New York. 25

SEC. 3. DEFINITIONS. 1
In this Act: 2
(1) F
OUNDATION.—The term ‘‘Foundation’’ 3
means the Pines Foundation, a tax-exempt organiza-4
tion affiliated with the Fire Island Pines Property 5
Owners’ Association. 6
(2) M
EMORIAL.—The term ‘‘Memorial’’ means 7
the Fire Island AIDS Memorial authorized to be es-8
tablished under section 4(a). 9
(3) S
ECRETARY.—The term ‘‘Secretary’’ means 10
the Secretary of the Interior. 11
SEC. 4. FIRE ISLAND AIDS MEMORIAL. 12
(a) A
UTHORIZATION TO ESTABLISHMEMORIAL.— 13
Subject to subsection (c) and any terms and conditions the 14
Secretary considers appropriate, the Foundation may es-15
tablish and maintain a memorial within the boundaries of 16
Fire Island National Seashore to honor the residents of Fire 17
Island who died of AIDS, to be known as the ‘‘Fire Island 18
AIDS Memorial’’. 19
(b) U
SE OFFEDERALFUNDSPROHIBITED.—Federal 20
funds may not be used to design, procure, prepare, install, 21
or maintain the Memorial. 22
(c) D
ESIGN ANDLOCATION OFMEMORIAL.—The de-23
sign and location of the Memorial shall be subject to the 24
approval of the Secretary. 25
