1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘Terminating Unlawful 4
2121 Negligence and Nullifying Exemptions and Licenses to 5
2222 Sanctions Act of 2024’’ or the ‘‘TUNNELS Act of 2024’’. 6

3131 NGENERAL.—Beginning on the date of the en-5
3232 actment of this Act, the President may not take any action 6
3333 described in subsection (c) if taking such action would au-7
3434 thorize the conduct of the official business of the United 8
3535 States Government by employees, grantees, or contractors 9
3636 thereof in the West Bank or Gaza Strip that would other-10
3737 wise be prohibited by the Global Terrorism Sanctions Reg-11
3838 ulations under part 594 of title 31, Code of Federal Regu-12
3939 lations (as in effect on December 20, 2022), or the For-13
4040 eign Terrorist Organizations Sanctions Regulations under 14
4141 part 597 of that title (as in effect on the date of the enact-15
4242 ment of this Act). 16

4444 PPLICATION TOEXISTINGACTIONS.—Any ac-17
4545 tion described in subsection (c) that was taken before the 18
4646 date of the enactment of this Act is rescinded. 19
4747 (c) A
4848 CTIONSDESCRIBED.—An action described in 20
4949 this subsection is an action that reduces the application 21
5050 of the Global Terrorism Sanctions Regulations under part 22
5151 594 of title 31, Code of Federal Regulations (as in effect 23
5252 on December 20, 2022), or the Foreign Terrorist Organi-24
5353 zations Sanctions Regulations under part 597 of that title 25

5959 (1) any termination or waiver of the application 3

6262 (3) any removal of any person from the list of 6
6363 specially designated nationals and blocked persons 7
6464 maintained by the Office of Foreign Assets Control 8
6565 of the Department of the Treasury. 9
