A BILL 
To prohibit actions that would authorize conduct of official 
United States Government business in the Gaza Strip 
or the West Bank. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Terminating Unlawful 4
Negligence and Nullifying Exemptions and Licenses to 5
Sanctions Act of 2024’’ or the ‘‘TUNNELS Act of 2024’’. 6

SEC. 2. PROHIBITION ON ACTIONS THAT WOULD AUTHOR-1
IZE CONDUCT OF OFFICIAL UNITED STATES 2
GOVERNMENT BUSINESS IN THE GAZA STRIP 3
OR THE WEST BANK. 4
(a) I
NGENERAL.—Beginning on the date of the en-5
actment of this Act, the President may not take any action 6
described in subsection (c) if taking such action would au-7
thorize the conduct of the official business of the United 8
States Government by employees, grantees, or contractors 9
thereof in the West Bank or Gaza Strip that would other-10
wise be prohibited by the Global Terrorism Sanctions Reg-11
ulations under part 594 of title 31, Code of Federal Regu-12
lations (as in effect on December 20, 2022), or the For-13
eign Terrorist Organizations Sanctions Regulations under 14
part 597 of that title (as in effect on the date of the enact-15
ment of this Act). 16
(b) A
PPLICATION TOEXISTINGACTIONS.—Any ac-17
tion described in subsection (c) that was taken before the 18
date of the enactment of this Act is rescinded. 19
(c) A
CTIONSDESCRIBED.—An action described in 20
this subsection is an action that reduces the application 21
of the Global Terrorism Sanctions Regulations under part 22
594 of title 31, Code of Federal Regulations (as in effect 23
on December 20, 2022), or the Foreign Terrorist Organi-24
zations Sanctions Regulations under part 597 of that title 25

(as in effect on the date of the enactment of this Act), 1
including— 2
(1) any termination or waiver of the application 3
of sanctions; 4
(2) any licensing action; or 5
(3) any removal of any person from the list of 6
specially designated nationals and blocked persons 7
maintained by the Office of Foreign Assets Control 8
of the Department of the Treasury. 9
