13+SECTION 1. SHORT TITLE. 1
14+This Act may be cited as the ‘‘Pensacola and Perdido 2
15+Bays Estuary of National Significance Act of 2024’’. 3
16+SEC. 2. PENSACOLA AND PERDIDO BAYS. 4
17+Section 320(a)(2)(B) of the Federal Water Pollution 5
18+Control Act (33 U.S.C. 1330(a)(2)(B)) is amended by 6
19+striking ‘‘and Lower Columbia River, Oregon and Wash-7
20+ington’’ and inserting ‘‘Lower Columbia River, Oregon 8
21+and Washington; and Pensacola and Perdido Bays, Flor-9
22+ida’’. 10
23+SEC. 3. INELIGIBILITY WITH RESPECT TO FISCAL YEARS 11
24+2024 AND 2025. 12
25+With respect to the amendment made by section 2, 13
26+the Administrator of the Environmental Protection Agen-14
27+cy may not use for the implementation of that amendment, 15
28+including, with respect to Pensacola and Perdido Bays, 16
29+Florida, convening a management conference, developing 17
30+or carrying out a comprehensive conservation and manage-18
31+ment plan, or providing grants under section 320 of the 19
32+Federal Water Pollution Control Act (33 U.S.C. 1330)— 20
33+(1) any amounts appropriated to carry out the 21
34+national estuary program under that section for fis-22
35+cal year 2024; or 23
36+(2) unless the total amount appropriated to 24
37+carry out that program for fiscal year 2025 is at 25
38+least $850,000 more than the total amount appro-26 3

41+2023, any amounts appropriated to carry out that 2
42+program for fiscal year 2025. 3

15-SECTION 1. SHORT TITLE.
16-This Act may be cited as the ‘‘Pensacola and Perdido Bays
17-Estuary of National Significance Act of 2024’’.
18-SEC. 2. PENSACOLA AND PERDIDO BAYS.
19-Section 320(a)(2)(B) of the Federal Water Pollution Control
20-Act (33 U.S.C. 1330(a)(2)(B)) is amended by striking ‘‘and Lower
21-Columbia River, Oregon and Washington’’ and inserting ‘‘Lower
22-Columbia River, Oregon and Washington; and Pensacola and
23-Perdido Bays, Florida’’.
24-SEC. 3. INELIGIBILITY WITH RESPECT TO FISCAL YEARS 2024 AND
25-2025.
26-With respect to the amendment made by section 2, the Adminis-
27-trator of the Environmental Protection Agency may not use for
28-the implementation of that amendment, including, with respect
29-to Pensacola and Perdido Bays, Florida, convening a management
30-conference, developing or carrying out a comprehensive conservation
31-and management plan, or providing grants under section 320 of
32-the Federal Water Pollution Control Act (33 U.S.C. 1330)—
33-(1) any amounts appropriated to carry out the national
34-estuary program under that section for fiscal year 2024; or S. 50—2
35-(2) unless the total amount appropriated to carry out that
36-program for fiscal year 2025 is at least $850,000 more than
37-the total amount appropriated to carry out that program for
38-fiscal year 2023, any amounts appropriated to carry out that
39-program for fiscal year 2025.
