1717 tives of the United States of America in Congress assembled, 2
1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Stopping Overdoses 4
2020 of Fentanyl Analogues Act’’. 5
2121 SEC. 2. FENTANYL-RELATED SUBSTANCES. 6
2222 (a) I
2323 NGENERAL.—Schedule I of section 202(c) of 7
2424 the Controlled Substances Act (21 U.S.C. 812(c)) is 8
2525 amended by adding at the end the following: 9

2929 ‘‘(e)(1) Unless specifically exempted or unless listed 1
3030 in another schedule, any material, compound, mixture, or 2
3131 preparation which contains any quantity of fentanyl-re-3
3232 lated substances, including their isomers, esters, ethers, 4
3333 salts, and salts of isomers, esters, and ethers, whenever 5
3434 the existence of such isomers, esters, ethers, and salts is 6
3535 possible within the specific chemical designation. 7
3636 ‘‘(2) In paragraph (1), the term ‘fentanyl-related sub-8
3737 stances’ includes any substance that is structurally related 9
3838 to fentanyl by 1 or more of the following modifications: 10
3939 ‘‘(A) By replacement of the phenyl portion of 11
4040 the phenethyl group by any monocycle, whether or 12
4141 not further substituted in or on the monocycle. 13
4242 ‘‘(B) By substitution in or on the phenethyl 14
4343 group with alkyl, alkenyl, alkoxyl, hydroxyl, halo, 15
4444 haloalkyl, amino, or nitro groups. 16
4545 ‘‘(C) By substitution in or on the piperidine 17
4646 ring with alkyl, alkenyl, alkoxyl, ester, ether, 18
4747 hydroxyl, halo, haloalkyl, amino, or nitro groups. 19
4848 ‘‘(D) By replacement of the aniline ring with 20
4949 any aromatic monocycle whether or not further sub-21
5050 stituted in or on the aromatic monocycle. 22
5151 ‘‘(E) By replacement of the N-propionyl group 23
5252 by another acyl group.’’. 24
