2323 This Act may be cited as the ‘‘Quashing Unwanted 4
2424 and Interruptive Electronic Telecommunications Act’’ or 5
2525 the ‘‘QUIET Act’’. 6

3838 N GENERAL.—If a person making a 7
3939 robocall uses artificial intelligence to emulate a 8
4040 human being, such person shall disclose at the be-9
4141 ginning of the call or text message the fact that arti-10
4242 ficial intelligence is being used. 11

4444 EFINITIONS.—In this subsection: 12
4545 ‘‘(A) R
4646 OBOCALL.— 13
4747 ‘‘(i) I
4848 N GENERAL .—The term 14
4949 ‘robocall’ means a call made or text mes-15
5050 sage sent— 16
5151 ‘‘(I) using equipment, whether 17
5252 hardware, software, or a combination 18
5353 thereof and including an automatic 19
5454 telephone dialing system, that makes 20
5555 a call or sends a text message to— 21
5656 ‘‘(aa) stored telephone num-22
5757 bers; or 23
5858 ‘‘(bb) telephone numbers 24
5959 produced using a random or se-25
6060 quential number generator; or 26

7777 N GENERAL.—The term ‘text 11
7878 message’ means a message consisting of 12
7979 text, images, sounds, or other information 13
8080 that is transmitted to or from a device that 14
8181 is identified as the receiving or transmit-15
8282 ting device by means of a 10-digit tele-16
8383 phone number, N11 service code, short 17
8484 code telephone number, or email address, 18
8585 or that is transmitted through application- 19
8686 to-person messaging, and includes— 20
8787 ‘‘(I) a short message service 21
8888 (commonly referred to as ‘SMS’) mes-22

107107 NGENERAL.—Section 227 of the Communica-13
108108 tions Act of 1934 (47 U.S.C. 227), as amended by the 14
109109 preceding provisions of this Act, is further amended by 15
110110 adding at the end the following: 16
111111 ‘‘(l) E

114114 ATION.—In the case of a violation of this section with re-19
115115 spect to which the party making the call or sending the 20
116116 text message uses artificial intelligence to impersonate an 21
117117 individual or entity with the intent to defraud, cause 22
118118 harm, or wrongfully obtain anything of value— 23
119119 ‘‘(1) the maximum amount of the forfeiture 24
120120 penalty that may be imposed under subsection (b)(4) 25

125125 tion 503 (as the case may be) shall be twice the 2
126126 maximum amount that may be imposed for such vio-3
127127 lation under such subsection without regard to this 4
128128 subsection; and 5
129129 ‘‘(2) the maximum amount of the criminal fine 6
130130 that may be imposed under subsection (e)(5)(B) of 7
131131 this section or section 501 (as the case may be) shall 8
132132 be twice the maximum amount that may be imposed 9
133133 for such violation under such subsection or section 10
134134 without regard to this subsection.’’. 11
135135 (b) A
136136 PPLICABILITY.—The amendment made by sub-12
137137 section (a) shall apply with respect to violations occurring 13
138138 after the date of the enactment of this Act. 14
