To authorize the use of certain Department of Justice grants
to purchase and operate unmanned aircraft systems to
benefit public safety.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Directing Resources 4
for Officers Navigating Emergencies Act of 2025’’ or the 5
‘‘DRONE Act of 2025’’. 6
SEC. 2. USE OF GRANT FUNDS FOR UNMANNED AIRCRAFT. 7
(a) B
YRNEGRANTS.—Section 501(a)(1) of the Om-8
nibus Crime Control and Safe Streets Act of 1968 (34 9

U.S.C. 10152(a)(1)) is amended by adding at the end the 1
following: 2
‘‘(J) Programs to purchase and operate 3
unmanned aircraft systems (as such term is de-4
fined in section 44801 of title 49, United States 5
Code) to benefit public safety.’’. 6
(b) COPS G
RANTS.—Section 1701(b) of the Omni-7
bus Crime Control and Safe Streets Act of 1968 (34 8
U.S.C. 10381(b)) is amended— 9
(1) by redesignating paragraphs (23) and (24) 10
as paragraphs (24) and (25), respectively; 11
(2) by inserting after paragraph (22) the fol-12
lowing: 13
‘‘(23) to purchase and operate unmanned air-14
craft systems (as such term is defined in section 15
44801 of title 49, United States Code) to benefit 16
public safety;’’; and 17
(3) in paragraph (24), as so redesignated, by 18
striking ‘‘(22)’’ and inserting ‘‘(23)’’. 19
