13	13	To amend title XIX of the Social Security Act to implement
14	14	a minimum work requirement for able-bodied adults en-
15	15	rolled in State Medicaid programs.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Jobs and Opportunities 4
20	20	for Medicaid Act’’. 5
21	21	SEC. 2. WORK REQUIREMENTS FOR ABLE-BODIED ADULTS. 6
22	22	Section 1902 of the Social Security Act (42 U.S.C. 7
23	23	1396a) is amended— 8
24	24	(1) in subsection (a)— 9

28	28	(A) by striking ‘‘and’’ at the end of para-1
29	29	graph (86); 2
30	30	(B) by striking the period at the end of 3
31	31	paragraph (87) and inserting ‘‘; and’’; and 4
32	32	(C) by inserting after paragraph (87) the 5
33	33	following new paragraph: 6
34	34	‘‘(88) beginning January 1, 2026, not provide 7
35	35	medical assistance with respect to a month to an 8
36	36	able-bodied adult (as defined in subsection (uu)(2)) 9
37	37	that has not met the work requirement described in 10
38	38	subsection (uu)(1) for such month.’’; and 11
39	39	(2) by adding at the end the following new sub-12
40	40	section: 13

45	45	‘‘(1) W
46	46	ORK REQUIREMENT DESCRIBED .—For 16
47	47	purposes of subsection (a)(88), the work require-17
48	48	ment described in this subsection with respect to an 18
49	49	able-bodied adult and a month is that such adult 19
50	50	satisfies at least one of the following with respect to 20
51	51	such month: 21
52	52	‘‘(A) The adult works 20 hours or more 22
53	53	per week, based on a monthly average. 23
54	54	‘‘(B) The adult volunteers for 20 hours or 24
55	55	more per week, based on a monthly average. 25

59	59	‘‘(2) ABLE-BODIED ADULT DEFINED .—In this 1
60	60	subsection, the term ‘able-bodied adult’ means any 2
61	61	individual who is not— 3
62	62	‘‘(A) under 18 years of age or over 65 4
63	63	years of age; 5
64	64	‘‘(B) medically certified as physically or 6
65	65	mentally unfit for employment; 7
66	66	‘‘(C) pregnant; 8
67	67	‘‘(D) the primary parent or caretaker of a 9
68	68	dependent child under 6 years of age; 10
69	69	‘‘(E) the primary parent or caretaker of a 11
70	70	dependent child with a serious medical condi-12
71	71	tion or disability, as determined by the State 13
72	72	agency established or designated to administer 14
73	73	or supervise the administration of the State 15
74	74	plan; 16
75	75	‘‘(F) receiving unemployment compensa-17
76	76	tion under State or Federal law and, as applica-18
77	77	ble, complying with work requirements under 19
78	78	such State or Federal law; or 20
79	79	‘‘(G) participating in a drug addiction or 21
80	80	alcoholic treatment and rehabilitation program 22
81	81	(as defined in section 3(h) of the Food and Nu-23
82	82	trition Act of 2008).’’. 24
