2020 Be it enacted by the Senate and House of Representa-1
2121 tives of the United States of America in Congress assembled, 2
2222 SECTION 1. SHORT TITLE. 3
2323 This Act may be cited as the ‘‘Protect Our Letter 4
2424 Carriers Act of 2025’’. 5
2525 SEC. 2. SENSE OF CONGRESS. 6
2626 It is the sense of the Congress that— 7

3131 must be protected from acts of violence; and 2
3232 (2) the Attorney General should vigorously 3
3333 prosecute any case of assault against a postal em-4
3434 ployee. 5
3535 SEC. 3. FUNDS TO UPGRADE COLLECTION BOXES. 6
3636 There is authorized to be appropriated 7
3737 $1,400,000,000 for each of fiscal years 2026 through 8
3838 2030 to the United States Postal Service to carry out, as 9
3939 determined by the United States Postal Service— 10
4040 (1) the installation of high security collection 11
4141 boxes; and 12
4242 (2) the replacement of older versions of the uni-13
4343 versal mailbox key, also known as the arrow key, 14
4444 with electronic versions. 15
4545 SEC. 4. COORDINATION OF PROSECUTION OF OFFENSES 16
4646 AGAINST THE UNITED STATES POSTAL SERV-17

4848 (a) I
4949 NGENERAL.—Section 542 of title 28, United 19
5050 States Code, is amended by adding at the end the fol-20
5151 lowing: 21
5252 ‘‘(c) The Attorney General shall, in consultation with 22
5353 the United States attorney for the district, appoint in each 23
5454 judicial district an assistant United States attorney with 24
5555 principal responsibility in the district to coordinate and 25

5959 supervise the investigation and prosecution of alleged of-1

6161 ‘‘(1) in violation of chapter 83 of title 18; 3
6262 ‘‘(2) in violation of sections 2115, 2116, or 4
6363 2117 of title 18; or 5
6464 ‘‘(3) against a carrier or person entrusted with 6
6565 the mail and having custody thereof, in violation of 7
6666 section 111 of title 18.’’. 8

6868 EADLINE FOR COMPLIANCE.—The Attorney 9
6969 General shall comply with section 542(c) of title 28, 10
7070 United States Code, not later than 1 year after the date 11
7171 of the enactment of this Act. 12
7272 SEC. 5. SENTENCING GUIDELINES WITH RESPECT TO ROB-13
7373 BERY AGAINST A POSTAL EMPLOYEE. 14
7474 Not later than May 1 following the first year that 15
7575 begins after the date of the enactment of this Act, the 16
7676 United States Sentencing Commission shall amend the 17
7777 sentencing guidelines and policy statements promulgated 18
7878 under section 994 of title 28, United States Code, to pro-19
7979 vide that the assault or robbery of a postal employee, in-20
8080 cluding conduct committed during the immediate flight 21
8181 after the commission of such an assault or robbery if the 22
8282 conduct creates a substantial risk of serious bodily injury, 23
