A BILL 
To amend the Public Health Service Act to prohibit the 
National Institutes of Health from awarding any support 
for an activity or program that uses live animals in 
research unless the research occurs in the United States, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Cease Animal Research 4
Grants Overseas Act of 2025’’ or the ‘‘CARGO Act of 5
2025’’. 6

SEC. 2. FINDINGS. 1
Congress finds the following: 2
(1) From fiscal year 2011 through fiscal year 3
2021, the National Institutes of Health provided ap-4
proximately $2.2 billion to foreign organizations for 5
research projects involving animals. 6
(2) The National Institutes of Health does not 7
conduct inspections of foreign organizations, and 8
these organizations self-report information per-9
taining to animal welfare, creating a risk that infor-10
mation will be misrepresented. 11
(3) This lack of oversight has resulted in the 12
mistreatment of animals used in research projects 13
performed outside the United States and funded by 14
the American public. 15
SEC. 3. NO NIH SUPPORT FOR USE OF LIVE ANIMALS IN RE-16
SEARCH BY PERSONS OUTSIDE OF THE 17
UNITED STATES. 18
Section 495 of the Public Health Service Act (42 19
U.S.C. 289d) is amended— 20
(1) in subsections (a)(3) and (c)(1)(A), by 21
striking ‘‘subsection (b)’’ each place it appears and 22
inserting ‘‘subsection (c)’’; 23
(2) in subsection (b)(1) by striking ‘‘subsection 24
(a)(3)’’ and inserting ‘‘subsection (b)(3)’’; 25

(3) in subsections (b)(1), (b)(3)(A), (b)(3)(C), 1
(c)(1)(A), and (d)(1), by striking ‘‘subsection (a)’’ 2
each place it appears and inserting ‘‘subsection (b)’’; 3
(4) in subsection (e), by striking ‘‘subsections 4
(a) or (c)’’ and inserting ‘‘subsection (b) or (d)’’; 5
(5) by redesignating subsections (a) through (e) 6
(as amended by this section) as subsections (b) 7
through (f), respectively; and 8
(6) by inserting before subsection (b) (as so re-9
designated) the following: 10
‘‘(a)(1) Notwithstanding any other provision of this 11
Act, the National Institutes of Health may not award any 12
support (including any grant, contract, cooperative agree-13
ment, or technical assistance) for any activity or program 14
that uses live animals for research unless the research oc-15
curs in the United States. 16
‘‘(2) For purposes of paragraph (1), the term ‘United 17
States’ includes, in addition to the several States, the Dis-18
trict of Columbia and any territory or possession of the 19
United States.’’. 20
