2424 rity Act of 2025’’. 5
2525 SEC. 2. REFORM OF UNEMPLOYMENT COMPENSATION TO 6

3232 (1) IN GENERAL.—Section 303(a) of the Social 1
3333 Security Act (42 U.S.C. 503(a)) is amended by add-2
3434 ing at the end the following new paragraph: 3
3535 ‘‘(13) A requirement that, as a condition of eli-4
3636 gibility for regular compensation for any week, a 5
3737 claimant must, if requested, in relation to work that 6
3838 may be available— 7
3939 ‘‘(A) respond to requests; 8
4040 ‘‘(B) schedule and attend an interview and 9
4141 participate in reemployment services at an 10
4242 agreed upon time; and 11
4343 ‘‘(C) comply with any other reasonable re-12
4444 quest, including any request that an individual 13
4545 undergo drug testing or skill assessments.’’. 14

4747 EPORTING OF NONCOMPLIANCE .—Section 15
4848 303(a) of such Act (42 U.S.C. 503(a)), as amended 16
4949 by paragraph (1), is further amended by adding at 17
5050 the end the following new paragraph: 18
5151 ‘‘(14) A method by which a person with whom 19
5252 a claimant is seeking employment may voluntarily 20
5353 report to the State the failure of a claimant to com-21
5454 ply with the State law provisions described in para-22
5555 graphs (12) and (13).’’. 23

6161 (1) REPORT.—Not later than 2 years after the 1
6262 date of enactment of this Act, the Secretary of 2
6363 Labor shall conduct a study on the effect of increas-3
6464 ing the number of random audits under the Bene-4
6565 ficiary Accuracy Management program on the ad-5
6666 ministration of State unemployment compensation 6
6767 laws. 7

6969 UDIT PROGRAM ADJUSTMENTS .—Not later 8
7070 than 1 year after submitting the report required 9
7171 under paragraph (1), if such report indicates that 10
7272 increasing the number of random audits under the 11
7373 Benefit Accuracy Measurement program (or any 12
7474 successor audit program) will improve the adminis-13
7575 tration of State unemployment compensation laws, 14
7676 the Secretary shall prescribe regulations to increase 15
7777 the number of such audits in accordance with such 16
7878 report. 17

8282 N GENERAL.—Subject to subparagraph 19
8383 (B), the amendments made by subsections (a) and 20
8484 (b) shall, with respect to a State, apply to weeks be-21
8585 ginning after the date that is 1 year after the date 22
8686 of enactment of this Act. 23

8989 SIONS.—In the case of a State whose legislature is 25

9494 the date of enactment of this Act, the amendments 2
9595 made by subsections (a) and (b) shall, with respect 3
9696 to such State, apply to weeks beginning after the 4
9797 end of the first session of the State legislature which 5
9898 begins after the date of enactment of this Act. 6
9999 SEC. 3. WORK REQUIREMENTS FOR EXTENDED AND EMER-7
100100 GENCY UNEMPLOYMENT COMPENSATION. 8

102102 NGENERAL.—Section 905 of the Social Security 9
103103 Act (42 U.S.C. 1105) is amended— 10
104104 (1) in subsection (c), by striking ‘‘Amounts’’ 11
105105 and inserting ‘‘Subject to subsection (e), amounts’’; 12
106106 and 13
107107 (2) by adding at the end the following new sub-14
108108 section: 15
109109 ‘‘(e) L
110110 IMITATION ON FUNDSTRANSFERS.—(1) 16
111111 Amounts in the extended unemployment compensation ac-17
112112 count may not be transferred to a State account for the 18
113113 purposes of any unemployment compensation law unless 19
114114 the Secretary of Labor certifies that the State law under 20
115115 which such unemployment compensation will be adminis-21
116116 tered includes the provisions required by paragraphs (13) 22
117117 and (14) of section 303(a). 23
118118 ‘‘(2) The provisions of this subsection shall apply not-24
119119 withstanding any other provision of law enacted after the 25
