A BILL 
To amend titles III and IX of the Social Security Act to 
require individuals receiving unemployment compensation 
to fulfill certain requirements in relation to suitable 
work, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Unemployment Integ-4
rity Act of 2025’’. 5
SEC. 2. REFORM OF UNEMPLOYMENT COMPENSATION TO 6
PROMOTE WORK. 7
(a) I
NTERVIEWREQUIREMENT.— 8

(1) IN GENERAL.—Section 303(a) of the Social 1
Security Act (42 U.S.C. 503(a)) is amended by add-2
ing at the end the following new paragraph: 3
‘‘(13) A requirement that, as a condition of eli-4
gibility for regular compensation for any week, a 5
claimant must, if requested, in relation to work that 6
may be available— 7
‘‘(A) respond to requests; 8
‘‘(B) schedule and attend an interview and 9
participate in reemployment services at an 10
agreed upon time; and 11
‘‘(C) comply with any other reasonable re-12
quest, including any request that an individual 13
undergo drug testing or skill assessments.’’. 14
(2) R
EPORTING OF NONCOMPLIANCE .—Section 15
303(a) of such Act (42 U.S.C. 503(a)), as amended 16
by paragraph (1), is further amended by adding at 17
the end the following new paragraph: 18
‘‘(14) A method by which a person with whom 19
a claimant is seeking employment may voluntarily 20
report to the State the failure of a claimant to com-21
ply with the State law provisions described in para-22
graphs (12) and (13).’’. 23

UDITREQUIREMENT.— 24

(1) REPORT.—Not later than 2 years after the 1
date of enactment of this Act, the Secretary of 2
Labor shall conduct a study on the effect of increas-3
ing the number of random audits under the Bene-4
ficiary Accuracy Management program on the ad-5
ministration of State unemployment compensation 6
laws. 7
(2) A
UDIT PROGRAM ADJUSTMENTS .—Not later 8
than 1 year after submitting the report required 9
under paragraph (1), if such report indicates that 10
increasing the number of random audits under the 11
Benefit Accuracy Measurement program (or any 12
successor audit program) will improve the adminis-13
tration of State unemployment compensation laws, 14
the Secretary shall prescribe regulations to increase 15
the number of such audits in accordance with such 16
report. 17
(c) E
FFECTIVEDATES.— 18
(1) I
N GENERAL.—Subject to subparagraph 19
(B), the amendments made by subsections (a) and 20
(b) shall, with respect to a State, apply to weeks be-21
ginning after the date that is 1 year after the date 22
of enactment of this Act. 23
(2) S
TATES WITH BIENNIAL LEGISLATIVE SES -24
SIONS.—In the case of a State whose legislature is 25

not in session during the 1-year period beginning on 1
the date of enactment of this Act, the amendments 2
made by subsections (a) and (b) shall, with respect 3
to such State, apply to weeks beginning after the 4
end of the first session of the State legislature which 5
begins after the date of enactment of this Act. 6
SEC. 3. WORK REQUIREMENTS FOR EXTENDED AND EMER-7
GENCY UNEMPLOYMENT COMPENSATION. 8
(a) I
NGENERAL.—Section 905 of the Social Security 9
Act (42 U.S.C. 1105) is amended— 10
(1) in subsection (c), by striking ‘‘Amounts’’ 11
and inserting ‘‘Subject to subsection (e), amounts’’; 12
and 13
(2) by adding at the end the following new sub-14
section: 15
‘‘(e) L
IMITATION ON FUNDSTRANSFERS.—(1) 16
Amounts in the extended unemployment compensation ac-17
count may not be transferred to a State account for the 18
purposes of any unemployment compensation law unless 19
the Secretary of Labor certifies that the State law under 20
which such unemployment compensation will be adminis-21
tered includes the provisions required by paragraphs (13) 22
and (14) of section 303(a). 23
‘‘(2) The provisions of this subsection shall apply not-24
withstanding any other provision of law enacted after the 25

date of enactment of the Unemployment Integrity Act of 1
2025, unless such other provision of law specifically cites 2
this subsection.’’. 3
(b) E

N GENERAL.—Subject to paragraph (2), 5
the amendments made by subsection (a) shall, with 6
respect to a State, apply to weeks beginning after 7
the date that is 1 year after the date of enactment 8
of this Act. 9
(2) S
TATES WITH BIENNIAL LEGISLATIVE SES -10
SIONS.—In the case of a State whose legislature is 11
not in session during the 1-year period beginning on 12
the date of enactment of this Act, the amendments 13
made by subsection (a) shall, with respect to such 14
State, apply to weeks beginning after the end of the 15
first session of the State legislature which begins 16
after the date of enactment of this Act. 17
