168168 enced with a particular topic or skill, or with 12
169169 training overall, who can then teach the mate-13
170170 rial to others, creating a broader reach, sustain-14
171171 ability, and making efforts cost- and time-effi-15
172172 cient (commonly referred to as ‘training of 16
173173 trainers’). 17

222222 Elementary and Secondary Education Act 8
223223 of 1965 (20 U.S.C. 7801(21)(A))) best 9
224224 practices through programs developed 10
225225 using such grants. 11
226226 ‘‘(iv) The total number and geo-12
227227 graphic distribution of trainers, guardians, 13
228228 students, teachers, and other school per-14
229229 sonnel trained using such grants pursuant 15
230230 to this paragraph. 16
231231 ‘‘(v) The results of pre-training and 17
232232 post-training surveys to gauge trainees’ in-18
233233 creased understanding of the scope and 19
234234 signs of child trafficking and child sexual 20
235235 exploitation and abuse; how to interact 21
236236 with potential victims and survivors of 22
237237 child trafficking and child sexual exploi-23
238238 tation and abuse using age-appropriate 24
239239 and trauma-informed approach; and the 25

249249 and served by grantees, excluding any indi-7
250250 vidually identifiable information about such 8
251251 children and acting in full compliance with 9
252252 all applicable privacy laws and regulations. 10
253253 ‘‘(vii) The number of students in ele-11
254254 mentary or secondary school identified by 12
255255 grantees as being at risk of being traf-13
256256 ficked or sexually exploited and abused, ex-14
257257 cluding any individually identifiable infor-15
258258 mation about such children. 16

272272 SEC. 102. HUMAN TRAFFICKING SURVIVORS EMPLOYMENT 3
273273 AND EDUCATION PROGRAM. 4

275275 NGENERAL.—The Secretary of Health and 5
276276 Human Services may carry out a Frederick Douglass 6
277277 Human Trafficking Survivors Employment and Education 7
278278 Program to prevent the re-exploitation of eligible individ-8
279279 uals who have been victims of trafficking, by assisting 9
280280 such individuals to integrate or reintegrate into society 10
281281 through social services support for the attainment of life- 11
282282 skills, employment, and education necessary to achieve 12
283283 self-sufficiency. 13
284284 (b) S
285285 ERVICESPROVIDED.—Services offered, pro-14
286286 vided, and funded by the Program shall include (as rel-15
287287 evant to the victim of trafficking)— 16
288288 (1) enrollment and participation in— 17
289289 (A) basic education, including literacy edu-18
290290 cation and English as a second language edu-19
291291 cation; 20
292292 (B) job-related skills training; 21
293293 (C) vocational and certificate programs; 22
294294 and 23
295295 (D) programs for attaining a regular high 24
296296 school diploma or its recognized equivalent; 25

301301 agement of personal finances, self-care, and par-2
302302 enting classes; 3
303303 (3) re´sume´creation and review; 4
304304 (4) interview coaching and counseling; 5
305305 (5) assistance with expungement of criminal 6
306306 records when such records are for nonviolent crimes 7
307307 that were committed as a consequence of the eligible 8
308308 individual’s victimization, including assistance with 9
309309 credit repair; 10
310310 (6) assistance with enrollment in college or 11
311311 technical school; 12
312312 (7) scholarship assistance for attending college 13
313313 or technical school; 14
314314 (8) professional coaching or professional devel-15
315315 opment classes; 16
316316 (9) case management to develop an individual-17
317317 ized plan with each victim of trafficking, based on 18
318318 each person’s needs and goals; and 19
319319 (10) assistance with obtaining victim compensa-20
320320 tion, direct victim assistance, or other funds for 21
321321 mental health care. 22

323323 ERVICEPERIOD.—Eligible individuals may re-23
324324 ceive services through the Program for a cumulative pe-24
325325 riod of 5 years. 25

330330 availability of appropriations, the Secretary shall enter 2
331331 into cooperative agreements with one or more eligible or-3
332332 ganizations to carry out this section. 4

334334 EFINITIONS.—In this section: 5
335335 (1) E
336336 LIGIBLE INDIVIDUAL.—The term ‘‘eligible 6
337337 individual’’ means a domestic or foreign victim of 7
338338 trafficking who— 8
339339 (A) has attained the age of 18 years; and 9
340340 (B) is eligible to receive services under sec-10
341341 tion 107(b) of the Trafficking Victims Protec-11
342342 tion Act of 2000 (22 U.S.C. 7105(b)). 12

344344 LIGIBLE ORGANIZATION .—The ‘‘eligible 13
345345 organization’’ may include a nongovernmental orga-14
346346 nization and means a service provider that meets the 15
347347 following criteria: 16
348348 (A) Experience in using national or local 17
349349 anti-trafficking networks to serve victims of 18
350350 trafficking. 19
351351 (B) Experience qualifying, providing, and 20
352352 coordinating services for victims of trafficking, 21
353353 as described in subsection (b), that is linguis-22
354354 tically accessible, culturally responsive, age-ap-23
355355 propriate, and trauma-informed. 24

360360 victims of trafficking served by the Program 2
361361 who are not United States citizens, a provider 3
362362 that has experience in identifying and assisting 4
363363 foreign-born victims of trafficking, including 5
364364 helping them qualify for Continued Presence, 6
365365 T–Visas, and other Federal, State, and local 7
366366 services and funding. 8
367367 (D) With respect to a service provider for 9
368368 victims of trafficking served by the Program 10
369369 who are United States citizens and legal perma-11
370370 nent residents, a provider that has experience 12
371371 identifying and assisting victims of trafficking, 13
372372 as such term is defined in section 103 of the 14
373373 Trafficking Victims Protection Act of 2000 (22 15
374374 U.S.C. 7102), especially youth and underserved 16
375375 populations. 17

377377 ROGRAM.—The term ‘‘Program’’ means 18
378378 the Frederick Douglass Human Trafficking Sur-19
379379 vivors Employment and Education Program estab-20
380380 lished under this section. 21

382382 ECRETARY.—The term ‘‘Secretary’’ means 22
383383 the Secretary of Health and Human Services. 23

452452 of trafficking crimes, increased assistance 6
453453 to victims, and decreasing evidence of com-7
454454 plicity in severe forms of trafficking by 8
455455 government officials.’’. 9
