which partner with law enforcement and 1
technology or social media companies, to 2
assist in training efforts to protect children 3
from labor trafficking and sexual exploi-4
tation and abuse including grooming, ma-5
terials depicting the sexual abuse of chil-6
dren, and human trafficking transmitted 7
through technology; and 8
‘‘(iii) consult, as appropriate, with the 9
Secretary of Education, the Secretary of 10
Housing and Urban Development, the Sec-11
retary of the Interior, the Secretary of 12
Labor, and the Attorney General, to iden-13
tify the geographic areas in the United 14
States with the highest prevalence of at- 15
risk populations for child trafficking, in-16
cluding children who are members of a ra-17
cial or ethnic minority, homeless youth, 18
foster youth, youth involved in the child 19
welfare system, and children and youth 20
who run away from home or an out-of- 21
home placement.’’; and 22
(5) by adding at the end the following: 23

‘‘(E) CRITERIA FOR SELECTION .—Grant-1
ees should be selected based on their dem-2
onstrated ability to— 3
‘‘(i) engage stakeholders, including 4
survivors of human trafficking, and Fed-5
eral, State, local, or Tribal partners, to de-6
velop the programs; 7
‘‘(ii) train the trainers, guardians, K– 8
12 students, teachers, and other school 9
personnel in a linguistically accessible, cul-10
turally responsive, age-appropriate, and 11
trauma-informed fashion; and 12
‘‘(iii) create a scalable, repeatable pro-13
gram to prevent child labor trafficking and 14
sexual exploitation and abuse including 15
grooming, child sexual abuse materials, 16
and trafficking transmitted through tech-17
nology that— 18
‘‘(I) uses evidence-based (as such 19
term is defined in section 20
8101(21)(A) of the Elementary and 21
Secondary Education Act of 1965 (20 22
U.S.C. 7801(21)(A))) best practices; 23
and 24

‘‘(II) employs appropriate techno-1
logical tools and methodologies, in-2
cluding linguistically accessible, cul-3
turally responsive, age-appropriate, 4
and trauma-informed approaches for 5
trainers, guardians, educators, and 6
K–12 students. 7
‘‘(F) T
RAIN THE TRAINERS .—For pur-8
poses of subparagraph (E), the term ‘train the 9
trainers’ means having experienced or master 10
trainers coach new trainers who are less experi-11
enced with a particular topic or skill, or with 12
training overall, who can then teach the mate-13
rial to others, creating a broader reach, sustain-14
ability, and making efforts cost- and time-effi-15
cient (commonly referred to as ‘training of 16
trainers’). 17
‘‘(G) D
ATA COLLECTION.—The Secretary 18
shall consult with the Secretary of Education, 19
the Secretary of Housing and Urban Develop-20
ment, and the Secretary of the Interior to de-21
termine the appropriate demographics of the re-22
cipients or of students at risk of being traf-23
ficked or exploited, to be collected and reported 24
with respect to grants under this paragraph, 25

which shall include data collection of, at a min-1
imum, students who are economically disadvan-2
taged, members of a racial or ethnic minority, 3
homeless youth, foster youth, youth involved in 4
the child welfare system, and children and 5
youth who run away from home or an out-of- 6
home placement. 7
‘‘(H) R
EPORT.—Not later than 540 days 8
after the date of the enactment of this subpara-9
graph, and annually thereafter, the Secretary of 10
Health and Human Services shall submit to the 11
Committees on Education and Labor, Energy 12
and Commerce, and the Judiciary of the House 13
of Representatives and the Committees on the 14
Judiciary and Health, Education, Labor, and 15
Pensions of the Senate and make available to 16
the public a report, including data on the fol-17
lowing: 18
‘‘(i) The total number of entities that 19
received a Frederick Douglass Human 20
Trafficking Prevention Education Grant 21
over the past year. 22
‘‘(ii) The total number of partnerships 23
or consultants that included survivors, 24
non-profit organizations specialized in 25

human trafficking prevention education, 1
law enforcement, and technology or social 2
media companies. 3
‘‘(iii) The total number of elementary 4
and secondary schools that established and 5
implemented evidence-based (as such term 6
is defined in section 8101(21)(A) of the 7
Elementary and Secondary Education Act 8
of 1965 (20 U.S.C. 7801(21)(A))) best 9
practices through programs developed 10
using such grants. 11
‘‘(iv) The total number and geo-12
graphic distribution of trainers, guardians, 13
students, teachers, and other school per-14
sonnel trained using such grants pursuant 15
to this paragraph. 16
‘‘(v) The results of pre-training and 17
post-training surveys to gauge trainees’ in-18
creased understanding of the scope and 19
signs of child trafficking and child sexual 20
exploitation and abuse; how to interact 21
with potential victims and survivors of 22
child trafficking and child sexual exploi-23
tation and abuse using age-appropriate 24
and trauma-informed approach; and the 25

manner in which to respond to potential 1
child trafficking and child sexual exploi-2
tation and abuse. 3
‘‘(vi) The number of potential victims 4
and survivors of child trafficking and child 5
sexual exploitation and abuse identified 6
and served by grantees, excluding any indi-7
vidually identifiable information about such 8
children and acting in full compliance with 9
all applicable privacy laws and regulations. 10
‘‘(vii) The number of students in ele-11
mentary or secondary school identified by 12
grantees as being at risk of being traf-13
ficked or sexually exploited and abused, ex-14
cluding any individually identifiable infor-15
mation about such children. 16
‘‘(viii) The demographic characteris-17
tics of child trafficking survivors and vic-18
tims, sexually exploited and abused chil-19
dren, and students at risk of being traf-20
ficked or sexually exploited and abused de-21
scribed in clauses (vi) and (vii), excluding 22
any individually identifiable information 23
about such children. 24

‘‘(ix) Any service gaps and best prac-1
tices identified by grantees.’’. 2
SEC. 102. HUMAN TRAFFICKING SURVIVORS EMPLOYMENT 3
AND EDUCATION PROGRAM. 4
(a) I
NGENERAL.—The Secretary of Health and 5
Human Services may carry out a Frederick Douglass 6
Human Trafficking Survivors Employment and Education 7
Program to prevent the re-exploitation of eligible individ-8
uals who have been victims of trafficking, by assisting 9
such individuals to integrate or reintegrate into society 10
through social services support for the attainment of life- 11
skills, employment, and education necessary to achieve 12
self-sufficiency. 13
(b) S
ERVICESPROVIDED.—Services offered, pro-14
vided, and funded by the Program shall include (as rel-15
evant to the victim of trafficking)— 16
(1) enrollment and participation in— 17
(A) basic education, including literacy edu-18
cation and English as a second language edu-19
cation; 20
(B) job-related skills training; 21
(C) vocational and certificate programs; 22
and 23
(D) programs for attaining a regular high 24
school diploma or its recognized equivalent; 25

(2) life-skill training programs, including man-1
agement of personal finances, self-care, and par-2
enting classes; 3
(3) re´sume´creation and review; 4
(4) interview coaching and counseling; 5
(5) assistance with expungement of criminal 6
records when such records are for nonviolent crimes 7
that were committed as a consequence of the eligible 8
individual’s victimization, including assistance with 9
credit repair; 10
(6) assistance with enrollment in college or 11
technical school; 12
(7) scholarship assistance for attending college 13
or technical school; 14
(8) professional coaching or professional devel-15
opment classes; 16
(9) case management to develop an individual-17
ized plan with each victim of trafficking, based on 18
each person’s needs and goals; and 19
(10) assistance with obtaining victim compensa-20
tion, direct victim assistance, or other funds for 21
mental health care. 22
(c) S
ERVICEPERIOD.—Eligible individuals may re-23
ceive services through the Program for a cumulative pe-24
riod of 5 years. 25

(d) COOPERATIVEAGREEMENTS.—Subject to the 1
availability of appropriations, the Secretary shall enter 2
into cooperative agreements with one or more eligible or-3
ganizations to carry out this section. 4
(e) D
EFINITIONS.—In this section: 5
(1) E
LIGIBLE INDIVIDUAL.—The term ‘‘eligible 6
individual’’ means a domestic or foreign victim of 7
trafficking who— 8
(A) has attained the age of 18 years; and 9
(B) is eligible to receive services under sec-10
tion 107(b) of the Trafficking Victims Protec-11
tion Act of 2000 (22 U.S.C. 7105(b)). 12
(2) E
LIGIBLE ORGANIZATION .—The ‘‘eligible 13
organization’’ may include a nongovernmental orga-14
nization and means a service provider that meets the 15
following criteria: 16
(A) Experience in using national or local 17
anti-trafficking networks to serve victims of 18
trafficking. 19
(B) Experience qualifying, providing, and 20
coordinating services for victims of trafficking, 21
as described in subsection (b), that is linguis-22
tically accessible, culturally responsive, age-ap-23
propriate, and trauma-informed. 24

(C) With respect to a service provider for 1
victims of trafficking served by the Program 2
who are not United States citizens, a provider 3
that has experience in identifying and assisting 4
foreign-born victims of trafficking, including 5
helping them qualify for Continued Presence, 6
T–Visas, and other Federal, State, and local 7
services and funding. 8
(D) With respect to a service provider for 9
victims of trafficking served by the Program 10
who are United States citizens and legal perma-11
nent residents, a provider that has experience 12
identifying and assisting victims of trafficking, 13
as such term is defined in section 103 of the 14
Trafficking Victims Protection Act of 2000 (22 15
U.S.C. 7102), especially youth and underserved 16
populations. 17
(3) P
ROGRAM.—The term ‘‘Program’’ means 18
the Frederick Douglass Human Trafficking Sur-19
vivors Employment and Education Program estab-20
lished under this section. 21
(4) S
ECRETARY.—The term ‘‘Secretary’’ means 22
the Secretary of Health and Human Services. 23

SLAVERY GRANTS. 4
(a) I
NGENERAL.—Section 1298 of the National De-5
fense Authorization Act of 2017 (22 U.S.C. 7114) is 6
amended as follows: 7
(1) In subsection (g)(2), by striking ‘‘2020’’ 8
and inserting ‘‘2029’’. 9
(2) In subsection (h)(1), by striking ‘‘Not later 10
than September 30, 2018, and September 30, 2020’’ 11
and inserting ‘‘Not later than September 30, 2025, 12
and September 30, 2029’’. 13
(b) A
WARD OFFUNDS.—All grants awarded under 14
the authority provided by section 1298 of the National De-15
fense Authorization Act of 2017, as amended by sub-16
section (a), shall be— 17
(1) awarded on a competitive basis; and 18
(2) subject to the regular congressional notifica-19
tion procedures applicable with respect to grants 20
made available under section 1298(b) of the Na-21
tional Defense Authorization Act of 2017 (22 U.S.C. 22
7114(b)). 23

(a) M
ODIFICATIONS TOTIER2 WATCHLIST.—Sub-2
section (b)(2) of section 110 of the Trafficking Victims 3
Protection Act of 2000 (22 U.S.C. 7107) is amended— 4
(1) in the heading, by striking ‘‘

(2) by amending subparagraph (A) to read as 7
follows: 8
‘‘(A) S
UBMISSION OF LIST .—Not later 9
than the date on which the determinations de-10
scribed in subsections (c) and (d) are submitted 11
to the appropriate congressional committees in 12
accordance with such subsections, the Secretary 13
of State shall submit to the appropriate con-14
gressional committees a list of countries that 15
the Secretary determines require special scru-16
tiny during the following year. The list shall be 17
composed of countries that have been listed 18
pursuant to paragraph (1)(B) pursuant to the 19
current annual report because— 20
‘‘(i) the estimated number of victims 21
of severe forms of trafficking is very sig-22
nificant or is significantly increasing and 23
the country is not taking proportional con-24
crete actions; or 25

‘‘(ii) there is a failure to provide evi-1
dence of increasing efforts to combat se-2
vere forms of trafficking in persons from 3
the previous year, including increased in-4
vestigations, prosecutions and convictions 5
of trafficking crimes, increased assistance 6
to victims, and decreasing evidence of com-7
plicity in severe forms of trafficking by 8
government officials.’’. 9
(b) M

GRADED AND REINSTATED COUNTRIES.—Subsection 11
(b)(2)(F) of such section 110 (22 U.S.C. 7107) is amend-12
ed— 13

SEC. 205. TRAFFICKING FOR THE PURPOSES OF ORGAN 17
HARVESTING. 18
Section 110(b)(1) of the Trafficking Victims Protec-19
tion Act of 2000 (22 U.S.C. 7107(b)(1)) is amended— 20
(1) in subparagraph (G), by striking ‘‘and’’ at 21

Section 106(b)(6) of the Bipartisan Congressional 9
Trade Priorities and Accountability Act of 2015 (Public 10
Law 114–26; 19 U.S.C. 4205(b)(6)) is amended— 11
(1) by striking subparagraph (C); and 12
(2) by redesignating subparagraphs (D) and 13
(E) as subparagraphs (C) and (D), respectively. 14
SEC. 207. EFFECTIVE DATES. 15
Sections 202(b) and 205 and the amendments made 16
by those sections take effect on the date that is the first 17
day of the first full reporting period for the report re-18
quired by section 110(b)(1) of the Trafficking Victims 19
Protection Act of 2000 (22 U.S.C. 7107(b)(1)), as so 20
amended, after the date of the enactment of this Act. 21
