| 23 | 23 | | ROHIBITION.—After the date of the enactment 8 |

| 24 | 24 | | of this Act, no Federal funds may, directly or indirectly, 9 |

| 34 | 34 | | ESCISSION.—The unobligated balances of any 5 |
|---|
| 35 | 35 | | Federal amounts that otherwise would have been allocated 6 |
|---|
| 36 | 36 | | to the organization described in subsection (d)(1) for fiscal 7 |
|---|
| 37 | 37 | | year 2025 or 2026 are hereby permanently rescinded. 8 |

| 39 | 39 | | IMITATION.—Subsections (a) and (b) do not 9 |
|---|
| 40 | 40 | | apply to Federal funds made available to an organization 10 |
|---|
| 41 | 41 | | described in subsection (d)— 11 |
|---|
| 42 | 42 | | (1) during a period that the Federal Emergency 12 |
|---|
| 43 | 43 | | Management Agency is actively engaged in disaster 13 |
|---|
| 44 | 44 | | response activities; and 14 |
|---|
| 45 | 45 | | (2) for the sole purpose of disseminating to the 15 |
|---|
| 46 | 46 | | public urgent information necessary to protect public 16 |
|---|
| 47 | 47 | | safety. 17 |
