A BILL 
To direct the Secretary of Homeland Security to issue guid-
ance with respect to space systems, services, and tech-
nology as critical infrastructure, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Space Infrastructure 4
Act’’. 5
SEC. 2. SPACE SYSTEMS, SERVICES, AND TECHNOLOGY AS 6
CRITICAL INFRASTRUCTURE. 7
(a) I
NGENERAL.—Not later than 30 days after the 8
date of the enactment of this section, the Secretary shall 9

designate space systems, services, and technology as a crit-1
ical infrastructure sector. 2
(b) G
UIDANCE.—Not later than 180 days after the 3
date of the enactment of this section, the Secretary, in 4
consultation with relevant agencies and departments of 5
the Federal Government, the Assistant to the President 6
for Homeland Security and Counterterrorism, relevant 7
Federal advisory committees, and the Executive Director, 8
shall issue guidance with respect to designating space sys-9
tems, services, and technology as critical infrastructure, 10
including the following: 11
(1) Defining the scope of such sector, with con-12
sideration of satellites and space vehicles, space-re-13
lated terrestrial systems and launch infrastructure, 14
space-related production facilities, and applicable in-15
formation technology. 16
(2) Designating a Sector-Specific Agency for 17
such sector. 18
(3) Identifying appropriate committees and 19
advisories to accompany such sector, including Gov-20
ernment Coordinating Councils and Sector Coordi-21
nating Councils. 22
(c) R
EPORT.—Not later than 90 days after the Sec-23
retary issues guidance pursuant to subsection (b), the Sec-24

retary shall submit to the appropriate congressional com-1
mittees a report relating to the following: 2
(1) The implementation of such guidance. 3
(2) Any other information the Secretary deter-4
mines appropriate. 5
(d) C
ONFORMINGAMENDMENTS.—Section 2001(3) 6
of the Homeland Security Act of 2002 (6 U.S.C. 601(3)) 7
is amended— 8
(1) by redesignating subparagraphs (O), (P), 9
and (Q) as (P), (Q), and (R), respectively; and 10
(2) by inserting after subparagraph (N) the fol-11
lowing new subparagraph: 12
‘‘(O) Space systems, services, and technology.’’. 13
(e) D
EFINITIONS.—In this section: 14
(1) A
PPROPRIATE CONGRESSIONAL COMMIT -15
TEES.—The term ‘‘appropriate congressional com-16
mittees’’ means— 17
(A) the Committee on Homeland Security 18
of the House of Representatives; and 19
(B) the Committee on Homeland Security 20
and Governmental Affairs of the Senate. 21
(2) C
RITICAL INFRASTRUCTURE .—The term 22
‘‘critical infrastructure’’ has the meaning given such 23
term in section 1016(e) of the USA Patriot Act of 24
2001 (42 U.S.C. 5195c(e)). 25

(3) EXECUTIVE DIRECTOR.—The term ‘‘Execu-1
tive Director’’ means the Executive Director of the 2
Space Information Sharing and Analysis Center. 3
(4) S
ECTOR-SPECIFIC AGENCY .—The term 4
‘‘Sector-Specific Agency’’ has the meaning given 5
such term in Presidential Policy Directive 21 (Feb-6
ruary 12, 2013; relating to critical infrastructure se-7
curity and resilience). 8
(5) S
ECRETARY.—The term ‘‘Secretary’’ means 9
the Secretary of Homeland Security. 10
