3030 Chapter 159 of title 10, United States Code, is 5
3131 amended by adding at the end the following new section: 6
3232 ‘‘§ 2698. Expedited access to military installations for 7
3333 Members of Congress and certain Con-8
3434 gressional employees 9
3535 ‘‘(a) I
3636 NGENERAL.—Except as provided in subsection 10
3737 (b), the Secretary shall establish procedures to ensure 11
3838 that— 12
3939 ‘‘(1) a Member of Congress seeking access to a 13
4040 covered installation is granted such access if such 14
4141 Member presents a covered identification card; and 15
4242 ‘‘(2) any Congressional employees accom-16
4343 panying a Member of Congress granted access under 17
4444 paragraph (1) are granted the same access. 18
4545 ‘‘(b) P
4646 ROHIBITEDPROCEDURES.—Under such proce-19
4747 dures, the Secretary may not require a Member of Con-20
4848 gress to schedule a grant of access to a covered installation 21
4949 under subsection (a) prior to the arrival of such Member 22
5050 and accompanying Congressional employees, if applicable, 23
5151 at such covered installation. 24

5757 ‘‘(1) The term ‘Congressional employee’ has the 1
5858 meaning given such term in paragraph (5) of section 2
5959 2107 of title 5. 3
6060 ‘‘(2) The term ‘covered identification card’ 4
6161 means a valid identification badge issued by the ap-5
6262 propriate office of the House of Representatives or 6
6363 the Senate, as the case may be, which identifies the 7
6464 individual to which such identification badge was 8
6565 issued as a current Member of Congress. 9
6666 ‘‘(3) The term ‘covered installation’ means a 10
6767 military installation located in the United States or 11
6868 Guam at which the presentation of an issued De-12
6969 partment of Defense common access card is the sole 13
7070 requirement for a member of the Armed Forces to 14
7171 be granted access to such military installation. 15
7272 ‘‘(4) The term ‘Member of Congress’ means— 16
7373 ‘‘(A) a Senator; or 17
7474 ‘‘(B) a Representative in, or Delegate or 18
7575 Resident Commissioner to, Congress.’’. 19
