15	15	dited access to certain military installations of the De-
16	16	partment of Defense for Members of Congress and cer-
17	17	tain Congressional employees.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Congressional Access 4
22	22	to Military Posts Act of 2025’’. 5

26	26	SEC. 2. EXPEDITED ACCESS TO CERTAIN MILITARY INSTAL-1
27	27	LATIONS OF THE DEPARTMENT OF DEFENSE 2
28	28	FOR MEMBERS OF CONGRESS AND CERTAIN 3
29	29	CONGRESSIONAL EMPLOYEES. 4
30	30	Chapter 159 of title 10, United States Code, is 5
31	31	amended by adding at the end the following new section: 6
32	32	‘‘§ 2698. Expedited access to military installations for 7
33	33	Members of Congress and certain Con-8
34	34	gressional employees 9
35	35	‘‘(a) I
36	36	NGENERAL.—Except as provided in subsection 10
37	37	(b), the Secretary shall establish procedures to ensure 11
38	38	that— 12
39	39	‘‘(1) a Member of Congress seeking access to a 13
40	40	covered installation is granted such access if such 14
41	41	Member presents a covered identification card; and 15
42	42	‘‘(2) any Congressional employees accom-16
43	43	panying a Member of Congress granted access under 17
44	44	paragraph (1) are granted the same access. 18
45	45	‘‘(b) P
46	46	ROHIBITEDPROCEDURES.—Under such proce-19
47	47	dures, the Secretary may not require a Member of Con-20
48	48	gress to schedule a grant of access to a covered installation 21
49	49	under subsection (a) prior to the arrival of such Member 22
50	50	and accompanying Congressional employees, if applicable, 23
51	51	at such covered installation. 24

53	53	EFINITIONS.—In this section: 25

57	57	‘‘(1) The term ‘Congressional employee’ has the 1
58	58	meaning given such term in paragraph (5) of section 2
59	59	2107 of title 5. 3
60	60	‘‘(2) The term ‘covered identification card’ 4
61	61	means a valid identification badge issued by the ap-5
62	62	propriate office of the House of Representatives or 6
63	63	the Senate, as the case may be, which identifies the 7
64	64	individual to which such identification badge was 8
65	65	issued as a current Member of Congress. 9
66	66	‘‘(3) The term ‘covered installation’ means a 10
67	67	military installation located in the United States or 11
68	68	Guam at which the presentation of an issued De-12
69	69	partment of Defense common access card is the sole 13
70	70	requirement for a member of the Armed Forces to 14
71	71	be granted access to such military installation. 15
72	72	‘‘(4) The term ‘Member of Congress’ means— 16
73	73	‘‘(A) a Senator; or 17
74	74	‘‘(B) a Representative in, or Delegate or 18
75	75	Resident Commissioner to, Congress.’’. 19
