2424 SECTION 1. SHORT TITLE. 3
2525 This Act may be cited as the ‘‘Protect U.S. National 4
2626 Security Act’’. 5
2727 SEC. 2. SENSE OF CONGRESS. 6
2828 It is the sense of Congress that— 7

3434 (USAID) should be done— 3
3535 (A) in accordance with existing laws; 4
3636 (B) in a manner that maintains United 5
3737 States soft power abroad; 6
3838 (C) in a manner that prevents United 7
3939 States adversaries and strategic competitors 8
4040 from filling the void on the world stage; and 9
4141 (D) in a manner that makes the United 10
4242 States safer, stronger, and more prosperous; 11
4343 and 12
4444 (2) only an act of Congress can eliminate the 13
4545 United States Agency for International Development 14
4646 as an independent establishment, as defined by sec-15
4747 tion 104 of title 5, United States Code. 16
4848 SEC. 3. PROHIBITION OF FUNDS TO ELIMINATE USAID. 17
4949 (a) I
5050 NGENERAL.—Consistent with section 1413 of 18
5151 the Omnibus Consolidated and Emergency Supplemental 19
5252 Appropriations Act of 1999 (22 U.S.C. 6563), no Federal 20
5353 funds appropriated or otherwise made available by the 21
5454 American Relief Act, 2025 (Public Law 118–158) or any 22
5555 other or prior appropriations Act may be made available 23
5656 to eliminate the status of the United States Agency for 24
5757 International Development as an independent establish-25

6464 ULE OFCONSTRUCTION.—Nothing in this sec-3
6565 tion shall be construed to indicate that the elimination, 4
6666 dismantlement, or subsummation of the USAID is permis-5
6767 sible under existing law. 6

6969 ERTIFICATION.—Not later than 30 days after 7
7070 the date of enactment of this act, and annually for 5 years 8
7171 thereafter, the Secretary of State shall certify to the ap-9
7272 propriate Committees compliance with this section. 10
7373 (d) A

7575 FINED.—In this section, the term ‘‘appropriate commit-12
7676 tees of Congress’’ means— 13
7777 (1) the Committee on Foreign Affairs of the 14
7878 House of Representatives; and 15
