20	20	To prohibit the use of Federal funds to eliminate the United
21	21	States Agency for International Development.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Protect U.S. National 4
26	26	Security Act’’. 5
27	27	SEC. 2. SENSE OF CONGRESS. 6
28	28	It is the sense of Congress that— 7

32	32	(1) any reform or reorganization of the United 1
33	33	States Agency for International Development 2
34	34	(USAID) should be done— 3
35	35	(A) in accordance with existing laws; 4
36	36	(B) in a manner that maintains United 5
37	37	States soft power abroad; 6
38	38	(C) in a manner that prevents United 7
39	39	States adversaries and strategic competitors 8
40	40	from filling the void on the world stage; and 9
41	41	(D) in a manner that makes the United 10
42	42	States safer, stronger, and more prosperous; 11
43	43	and 12
44	44	(2) only an act of Congress can eliminate the 13
45	45	United States Agency for International Development 14
46	46	as an independent establishment, as defined by sec-15
47	47	tion 104 of title 5, United States Code. 16
48	48	SEC. 3. PROHIBITION OF FUNDS TO ELIMINATE USAID. 17
49	49	(a) I
50	50	NGENERAL.—Consistent with section 1413 of 18
51	51	the Omnibus Consolidated and Emergency Supplemental 19
52	52	Appropriations Act of 1999 (22 U.S.C. 6563), no Federal 20
53	53	funds appropriated or otherwise made available by the 21
54	54	American Relief Act, 2025 (Public Law 118–158) or any 22
55	55	other or prior appropriations Act may be made available 23
56	56	to eliminate the status of the United States Agency for 24
57	57	International Development as an independent establish-25

64	64	ULE OFCONSTRUCTION.—Nothing in this sec-3
65	65	tion shall be construed to indicate that the elimination, 4
66	66	dismantlement, or subsummation of the USAID is permis-5
67	67	sible under existing law. 6
68	68	(c) C
69	69	ERTIFICATION.—Not later than 30 days after 7
70	70	the date of enactment of this act, and annually for 5 years 8
71	71	thereafter, the Secretary of State shall certify to the ap-9
72	72	propriate Committees compliance with this section. 10

75	75	FINED.—In this section, the term ‘‘appropriate commit-12
76	76	tees of Congress’’ means— 13
77	77	(1) the Committee on Foreign Affairs of the 14
78	78	House of Representatives; and 15
79	79	(2) the Committee on Foreign Relations of the 16
80	80	Senate. 17
