Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Protect U.S. National 4 Security Act’’. 5 SEC. 2. SENSE OF CONGRESS. 6 It is the sense of Congress that— 7 VerDate Sep 11 2014 16:38 Mar 12, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1196.IH H1196 ssavage on LAPJG3WLY3PROD with BILLS 2 •HR 1196 IH (1) any reform or reorganization of the United 1 States Agency for International Development 2 (USAID) should be done— 3 (A) in accordance with existing laws; 4 (B) in a manner that maintains United 5 States soft power abroad; 6 (C) in a manner that prevents United 7 States adversaries and strategic competitors 8 from filling the void on the world stage; and 9 (D) in a manner that makes the United 10 States safer, stronger, and more prosperous; 11 and 12 (2) only an act of Congress can eliminate the 13 United States Agency for International Development 14 as an independent establishment, as defined by sec-15 tion 104 of title 5, United States Code. 16 SEC. 3.
