2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘No Mandates Act’’. 4
2222 SEC. 2. PROHIBITION ON AGENCIES ISSUING VACCINE 5
2323 MANDATES. 6
2424 (a) I
2525 NGENERAL.—No agency may issue any rule, 7
2626 regulations, or guidance requiring any individual to receive 8
2727 a vaccination for COVID–19. 9

3131 (b) AGENCYDEFINED.—In this section, the term 1
3232 ‘‘agency’’ has the meaning given that term in section 551 2
3333 of title 5, United States Code. 3
3434 SEC. 3. PROHIBITION ON REQUIRING PROOF OF COVID–19 4
3535 VACCINATION FOR FEDERAL ACCESS. 5
3636 A vaccination for COVID–19 shall not be required 6
3737 for access to Federal property or Federal services, or for 7
3838 access to congressional grounds or services. 8
3939 SEC. 4. FEDERAL FUNDING RESTRICTIONS. 9

4141 UNDINGRESTRICTION.—No entity that received 10
4242 Federal funds under a COVID–19 relief package or that 11
4343 receives any other Federal funds after the date of the en-12
4444 actment of this Act may require any individual to have 13
4545 received a vaccination for COVID–19 as a condition of 14
4646 such entity providing any service to such individual. 15

4848 ETURN OFFUNDS.—Any entity that does not 16
4949 comply with subsection (a) shall be required to pay to the 17
5050 Government an amount equal to the sum of all funds such 18
5151 entity received. 19
5252 (c) COVID–19 R
5353 ELIEFPACKAGEDEFINED.—In this 20
5454 section, the term ‘‘COVID–19 relief package’’ means any 21
5555 of the following: 22
