consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned 
A BILL 
To prohibit COVID–19 vaccination mandates, and for other 
purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Mandates Act’’. 4
SEC. 2. PROHIBITION ON AGENCIES ISSUING VACCINE 5
MANDATES. 6
(a) I
NGENERAL.—No agency may issue any rule, 7
regulations, or guidance requiring any individual to receive 8
a vaccination for COVID–19. 9

(b) AGENCYDEFINED.—In this section, the term 1
‘‘agency’’ has the meaning given that term in section 551 2
of title 5, United States Code. 3
SEC. 3. PROHIBITION ON REQUIRING PROOF OF COVID–19 4
VACCINATION FOR FEDERAL ACCESS. 5
A vaccination for COVID–19 shall not be required 6
for access to Federal property or Federal services, or for 7
access to congressional grounds or services. 8
SEC. 4. FEDERAL FUNDING RESTRICTIONS. 9
(a) F
UNDINGRESTRICTION.—No entity that received 10
Federal funds under a COVID–19 relief package or that 11
receives any other Federal funds after the date of the en-12
actment of this Act may require any individual to have 13
received a vaccination for COVID–19 as a condition of 14
such entity providing any service to such individual. 15
(b) R
ETURN OFFUNDS.—Any entity that does not 16
comply with subsection (a) shall be required to pay to the 17
Government an amount equal to the sum of all funds such 18
entity received. 19
(c) COVID–19 R
ELIEFPACKAGEDEFINED.—In this 20
section, the term ‘‘COVID–19 relief package’’ means any 21
of the following: 22
(1) CARES Act (15 U.S.C. 9001 et seq.; Public 23
Law 116–136; 134 Stat. 281). 24
