7575 This Act may be cited as the ‘‘Office of Gun Violence 4
7676 Prevention Act of 2025’’. 5
7777 SEC. 2. DEFINITIONS. 6

8080 DVISORY COUNCIL.—The term ‘‘Advisory 8
8181 Council’’ means the advisory council established 9

107107 appoint a Director to be the head of the Office. 6

111111 N GENERAL.—The Director, in consulta-8
112112 tion with the Advisory Council, shall coordinate, in-9
113113 tegrate, and maximize the efficacy of each responsi-10
114114 bility, program, and service relating to gun violence 11
115115 prevention administered by the Attorney General to 12
116116 maximize an integrated approach to reducing gun vi-13
117117 olence and serving victims of gun violence, includ-14
118118 ing— 15
119119 (A) the responsibilities of the heads of the 16
120120 Criminal and Civil Divisions of the Department 17
121121 of Justice, the Director of the Office of Com-18
122122 munity Oriented Policing Services, each United 19
123123 States Attorney, Director of the Bureau of Al-20
124124 cohol, Tobacco, Firearms and Explosives, the 21
125125 Director of the Office on Violence Against 22
126126 Women, the Director of the Office of Victims of 23
127127 Crime, and the Director of the Office of Justice 24
128128 Programs; and 25

135135 Violence Prevention Act (34 U.S.C. 40901). 4

137137 VALUATION.—The Director, in consulta-5
138138 tion with the Advisory Council, shall evaluate laws, 6
139139 regulations, Federal programs, offices, data sources, 7
140140 and grant programs relating to gun violence preven-8
141141 tion administered by the Attorney General to assess 9
142142 how each such law, regulation, Federal program, of-10
143143 fice, data source, and grant program can be maxi-11
144144 mized, modernized, and coordinated to reduce gun 12
145145 violence. 13

147147 OLICY RECOMMENDATIONS .—The Director 14
148148 shall recommend to Congress and the President leg-15
149149 islative and executive policy options to promote evi-16
150150 dence-based gun violence prevention strategies, in-17
151151 cluding the implementation of existing laws, regula-18
152152 tions, and grant programs. 19

154154 ATA.—The Director, in consultation with 20
155155 the Advisory Council, shall— 21
156156 (A) identify gaps in available data needed 22
157157 for gun violence prevention research, policy de-23
158158 velopment, and the implementation of evidence- 24
159159 based gun violence prevention strategies; and 25

166166 SSESSMENT.—The Director, in consulta-3
167167 tion with the Advisory Council, shall assess ongoing 4
168168 research efforts of the Department of Justice relat-5
169169 ing to gun violence to establish a comprehensive re-6
170170 search agenda on the causes and solutions of gun vi-7
171171 olence. 8

173173 DUCATION.—The Director, in consultation 9
174174 with the Advisory Council, shall educate the general 10
175175 public about Federal laws, regulations, and grant 11
176176 programs relating to gun violence prevention, includ-12
177177 ing by conducting education and awareness cam-13
178178 paigns— 14
179179 (A) directed at— 15
180180 (i) owners of firearms; 16
181181 (ii) parents and legal guardians of mi-17
182182 nors; and 18
183183 (iii) professionals who provide services 19
184184 to individuals and communities dispropor-20
185185 tionately impacted by gun violence; and 21
186186 (B) that include education relating to the 22
187187 secure storage or firearms and suicide preven-23
188188 tion. 24

192192 (7) CRISIS RESPONSE.—The Director, in con-1
193193 sultation with the Advisory Council, shall assist com-2
194194 munities that have experienced gun violence (such as 3
195195 a mass shooting, a school shooting, a gang-related 4
196196 shooting, a domestic violence shooting) with crisis 5
197197 response activities, including providing information 6
198198 about and increasing access to— 7
199199 (A) mental health services for members of 8
200200 the community; 9
201201 (B) anti-gun trafficking activities; 10
202202 (C) crisis response training for first re-11
203203 sponders and offices of gun violence prevention 12
204204 serving the community; and 13
205205 (D) suicide prevention services for mem-14
206206 bers of the community. 15

208208 OORDINATION.—In carrying out the duties 16
209209 under this subsection, the Director shall coordinate 17
210210 with Federal agencies and commissions that have ju-18
211211 risdiction over gun violence prevention, including— 19
212212 (A) the Department of Health and Human 20
213213 Services; 21
214214 (B) the Department of Veterans Affairs; 22
215215 (C) the Department of Education; 23
216216 (D) the Department of Housing and 24
217217 Urban Development; 25

236236 thereafter, the Director shall submit to Congress a 15

238238 (A) information on the state of gun vio-17
239239 lence in the United States; 18
240240 (B) recommendations for policy initiatives 19
241241 and legislation to reduce gun violence in the 20
242242 United States; and 21
243243 (C) a description of the efforts of the Di-22
244244 rector to carry out the duties under this sub-23
245245 section. 24

257257 following individuals or a designee of the indi-7

262262 for the Office of Legal Policy. 12
263263 (iv) The Assistant Attorney General 13
264264 for the Office of Justice Programs. 14
