A BILL 
To establish the Office of Gun Violence Prevention, and 
for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Office of Gun Violence 4
Prevention Act of 2025’’. 5
SEC. 2. DEFINITIONS. 6
In this Act: 7
(1) A
DVISORY COUNCIL.—The term ‘‘Advisory 8
Council’’ means the advisory council established 9
under section 3(c)(1). 10
(2) D
IRECTOR.—The term ‘‘Director’’ means 11
the Director of the Office. 12
(3) G
UN VIOLENCE.—The term ‘‘gun violence’’ 13
includes homicide, violent crime, domestic violence, 14
attempted suicide, suicide, and unintentional death 15
or injury involving a firearm. 16
(4) O
FFICE.—The term ‘‘Office’’ means the Of-17
fice of Gun Violence Prevention established under 18
section 3(a). 19
SEC. 3. OFFICE OF GUN VIOLENCE PREVENTION. 20
(a) E
STABLISHMENT.— 21

(1) IN GENERAL.—The Attorney General shall 1
establish within the Office of Legal Policy of the De-2
partment of Justice the Office of Gun Violence Pre-3
vention. 4
(2) D
IRECTOR.—The Attorney General shall 5
appoint a Director to be the head of the Office. 6
(b) D
UTIES.— 7
(1) I
N GENERAL.—The Director, in consulta-8
tion with the Advisory Council, shall coordinate, in-9
tegrate, and maximize the efficacy of each responsi-10
bility, program, and service relating to gun violence 11
prevention administered by the Attorney General to 12
maximize an integrated approach to reducing gun vi-13
olence and serving victims of gun violence, includ-14
ing— 15
(A) the responsibilities of the heads of the 16
Criminal and Civil Divisions of the Department 17
of Justice, the Director of the Office of Com-18
munity Oriented Policing Services, each United 19
States Attorney, Director of the Bureau of Al-20
cohol, Tobacco, Firearms and Explosives, the 21
Director of the Office on Violence Against 22
Women, the Director of the Office of Victims of 23
Crime, and the Director of the Office of Justice 24
Programs; and 25

(B) the administration of the national in-1
stant criminal background check system estab-2
lished under section 103 of the Brady Handgun 3
Violence Prevention Act (34 U.S.C. 40901). 4
(2) E
VALUATION.—The Director, in consulta-5
tion with the Advisory Council, shall evaluate laws, 6
regulations, Federal programs, offices, data sources, 7
and grant programs relating to gun violence preven-8
tion administered by the Attorney General to assess 9
how each such law, regulation, Federal program, of-10
fice, data source, and grant program can be maxi-11
mized, modernized, and coordinated to reduce gun 12
violence. 13
(3) P
OLICY RECOMMENDATIONS .—The Director 14
shall recommend to Congress and the President leg-15
islative and executive policy options to promote evi-16
dence-based gun violence prevention strategies, in-17
cluding the implementation of existing laws, regula-18
tions, and grant programs. 19
(4) D
ATA.—The Director, in consultation with 20
the Advisory Council, shall— 21
(A) identify gaps in available data needed 22
for gun violence prevention research, policy de-23
velopment, and the implementation of evidence- 24
based gun violence prevention strategies; and 25

(B) develop a plan to collect and analyze 1
the data described in subparagraph (A). 2
(5) A
SSESSMENT.—The Director, in consulta-3
tion with the Advisory Council, shall assess ongoing 4
research efforts of the Department of Justice relat-5
ing to gun violence to establish a comprehensive re-6
search agenda on the causes and solutions of gun vi-7
olence. 8
(6) E
DUCATION.—The Director, in consultation 9
with the Advisory Council, shall educate the general 10
public about Federal laws, regulations, and grant 11
programs relating to gun violence prevention, includ-12
ing by conducting education and awareness cam-13
paigns— 14
(A) directed at— 15
(i) owners of firearms; 16
(ii) parents and legal guardians of mi-17
nors; and 18
(iii) professionals who provide services 19
to individuals and communities dispropor-20
tionately impacted by gun violence; and 21
(B) that include education relating to the 22
secure storage or firearms and suicide preven-23
tion. 24

(7) CRISIS RESPONSE.—The Director, in con-1
sultation with the Advisory Council, shall assist com-2
munities that have experienced gun violence (such as 3
a mass shooting, a school shooting, a gang-related 4
shooting, a domestic violence shooting) with crisis 5
response activities, including providing information 6
about and increasing access to— 7
(A) mental health services for members of 8
the community; 9
(B) anti-gun trafficking activities; 10
(C) crisis response training for first re-11
sponders and offices of gun violence prevention 12
serving the community; and 13
(D) suicide prevention services for mem-14
bers of the community. 15
(8) C
OORDINATION.—In carrying out the duties 16
under this subsection, the Director shall coordinate 17
with Federal agencies and commissions that have ju-18
risdiction over gun violence prevention, including— 19
(A) the Department of Health and Human 20
Services; 21
(B) the Department of Veterans Affairs; 22
(C) the Department of Education; 23
(D) the Department of Housing and 24
Urban Development; 25

(E) the Department of Commerce; 1
(F) the Department of Homeland Security; 2
(G) the Department of Defense; 3
(H) the Department of the Interior; 4
(I) the Department of Labor; 5
(J) the Department of Agriculture; 6
(K) the Small Business Administration; 7
(L) the Consumer Product Safety Commis-8
sion; 9
(M) the Federal Trade Commission; and 10
(N) the United States Sentencing Commis-11
sion. 12
(9) A
NNUAL REPORT.—Not later than 1 year 13
after the date of enactment of this Act, and annually 14
thereafter, the Director shall submit to Congress a 15
report that includes— 16
(A) information on the state of gun vio-17
lence in the United States; 18
(B) recommendations for policy initiatives 19
and legislation to reduce gun violence in the 20
United States; and 21
(C) a description of the efforts of the Di-22
rector to carry out the duties under this sub-23
section. 24
(c) A

(1) IN GENERAL.—Not later than 180 days 1
after the date of enactment of this Act, and not less 2
frequently than quarterly thereafter, the Attorney 3
General shall convene an advisory council— 4
(A) chaired by the Director; and 5
(B) the membership of which includes the 6
following individuals or a designee of the indi-7
vidual: 8
(i) The Deputy Attorney General. 9
(ii) The Associate Attorney General. 10
(iii) The Assistant Attorney General 11
for the Office of Legal Policy. 12
(iv) The Assistant Attorney General 13
for the Office of Justice Programs. 14
(v) The Assistant Attorney General 15
for the Criminal Division. 16
(vi) The Director of the Bureau of Al-17
cohol, Tobacco, Firearms and Explosives. 18
(vii) The Director of the Federal Bu-19
reau of Investigation. 20
(viii) The Director of the Bureau of 21
Justice Assistance. 22
(ix) The Director of the Office on Vio-23
lence Against Women. 24

DDITIONAL MEMBERS .— 7
(A) I
N GENERAL.—The Director shall 8
make every reasonable effort to include as 9
members of the Advisory Council not fewer 10
than 12 additional individuals. 11
(B) R
EPRESENTATIVES.—The additional 12
members described in subparagraph (A) shall 13
include not fewer than 1— 14
(i) survivor of gun violence; 15
(ii) community violence intervention 16
service provider; 17
(iii) public health official; 18
(iv) medical professional who provides 19
trauma care; 20
(v) mental health clinician; 21
(vi) official from a department of jus-22
tice of a State; 23
(vii) State or local public health de-24
partment official; 25

UTHORIZATION OF APPROPRIATIONS.—There 4
are authorized to be appropriated such sums as are nec-5
essary to carry out this section. 6
