7	17		for purposes of malign foreign talent recruitment restric-
8	18		tion, and for other purposes.
9	19		Be it enacted by the Senate and House of Representa-1
10		-	tives of the United States of America in Congress assembled, 2 2

12		-	SECTION 1. SHORT TITLE. 1
13		-	This Act may be cited as the ‘‘United States Re-2
14		-	search Protection Act’’. 3
15		-	SEC. 2. CLARIFICATION OF DEFINITION OF FOREIGN COUN-4
16		-	TRY FOR PURPOSES OF MALIGN FOREIGN 5
17		-	TALENT RECRUITMENT RESTRICTION. 6
18		-	Paragraph (4) of section 10638 of title VI of division 7
19		-	B of the Research and Development, Competition, and In-8
20		-	novation Act (Public Law 117–167; 42 U.S.C. 19237) is 9
21		-	amended— 10
22		-	(1) by inserting ‘‘of concern’’ after ‘‘foreign 11
23		-	country’’ each place such term appears; 12
24		-	(2) by striking ‘‘means—’’ and all that follows 13
25		-	through ‘‘any program, position, or activity’’ and in-14
26		-	serting ‘‘means any program, position, or activity’’; 15
27		-	(3) by striking subparagraph (B); 16
28		-	(4) by redesignating clauses (i) through (ix) as 17
29		-	subparagraphs (A) through (I), respectively, and 18
30		-	moving such subparagraphs, as so redesignated, two 19
31		-	ems to the left; 20
32		-	(5) in the matter preceding subparagraph (A), 21
33		-	as so redesignated, by striking ‘‘directly provided’’ 22
34		-	and inserting ‘‘whether directly or indirectly pro-23
35		-	vided’’; and 24 3
