59	59	tives of the United States of America in Congress assembled, 2
60	60	SECTION 1. SHORT TITLE. 3
61	61	This Act may be cited as the ‘‘Smithsonian American 4
62	62	Women’s History Museum Act’’. 5
63	63	SEC. 2. SITE OF SMITHSONIAN AMERICAN WOMEN’S HIS-6
64	64	TORY MUSEUM. 7

69	69	N GENERAL.—Notwithstanding any other 10
70	70	provision of law or regulation, including section 11
71	71	8908(c) of title 40, United States Code, the Smith-12
72	72	sonian American Women’s History Museum may be 13
73	73	located within the Reserve (as defined in section 14
74	74	8902(a) of title 40, United States Code). 15

77	77	107(d) of division T of the Consolidated Appropria-17
78	78	tions Act, 2021 (20 U.S.C. 80t–5(d)) is amended by 18

94	94	TITY.—The Board of Regents shall not designate a 4
95	95	site for the Museum that is under the administrative 5
96	96	jurisdiction of another Federal agency or entity 6
97	97	without first notifying the head of the Federal agen-7
98	98	cy or entity. 8

100	100	OTIFICATION TO COMMITTEES .—Once 9
101	101	notified under paragraph (1), the head of the Fed-10
102	102	eral agency or entity shall promptly submit written 11
103	103	notification to the Chair and ranking minority mem-12
104	104	bers of the Committee on Rules and Administration, 13
105	105	the Committee on Appropriations, and the Com-14
106	106	mittee on Energy and Natural Resources of the Sen-15
107	107	ate, and the Committee on House Administration, 16
108	108	the Committee on Natural Resources, the Committee 17
109	109	on Transportation and Infrastructure, and the Com-18
110	110	mittee on Appropriations of the House of Represent-19
111	111	atives, stating that the Federal agency or entity was 20
112	112	notified by the Board of Regents that a site under 21
113	113	its jurisdiction was designated and that a transfer 22
114	114	will be initiated as soon as practicable. 23

116	116	RANSFER.—As soon as practicable after 24
117	117	the date on which the individuals described in para-25

144	144	rying out its duties, the Council shall ensure 20
145	145	that it seeks and utilizes to its maximum ability 21
146	146	guidance from a broad array of knowledgeable 22
147	147	and respected sources reflecting the diversity of 23
148	148	the political viewpoints and authentic experi-24
149	149	ences held by women in the United States, and 25

157	157	EFINITIONS.—In this subpara-4
158	158	graph— 5
159	159	‘‘(i) the term ‘broad array’ means a 6
160	160	range of experts and publications that rep-7
161	161	resent the broad spectrum of communities 8
162	162	of women, to include varied viewpoints, po-9
163	163	litical ideologies, cultures, and lived experi-10
164	164	ences in the United States; and 11
165	165	‘‘(ii) the term ‘knowledgeable and re-12
166	166	spected source’ means an individual who 13
167	167	has gained through education, publication, 14
168	168	or witnessing an important or historical 15
169	169	event, the ability to advise on at least one 16
170	170	unique viewpoint or experience of a par-17
171	171	ticular community of women in the United 18
172	172	States, and whose knowledge has been re-19
173	173	lied upon by a notable segment of that 20
174	174	community for education, heritage preser-21
175	175	vation, or historical purposes, and includes 22
176	176	the work of such an individual which re-23
177	177	flects such ability and knowledge.’’. 24

182	182	days after the date of enactment of this Act and every 2
183	183	2 years thereafter, the Secretary of the Smithsonian shall 3
184	184	submit to the Committee on Natural Resources of the 4
185	185	House of Representatives, the Committee on Energy and 5
186	186	Natural Resources of the Senate, the Committee on House 6
187	187	Administration of the House of Representatives, the Com-7
188	188	mittee on Rules and Administration of the Senate, the 8
189	189	Committee on Transportation and Infrastructure of the 9
190	190	House of Representatives, the Committee on Appropria-10
191	191	tions of the House of Representatives, and the Committee 11
192	192	on Appropriations of the Senate, a report on actions taken 12
193	193	by the Director of the Smithsonian American Women’s 13
194	194	History Museum and the Council of the Museum to com-14
195	195	ply with the requirements of the amendments made by 15
196	196	subsection (c), including a description of actions taken 16
197	197	with respect to substantial revisions of current exhibits 17
198	198	and programs as well the planning of future exhibits and 18
199	199	programs. 19

201	201	FFECTIVEDATE.—This section and the amend-20
202	202	ments made by this section shall take effect as if included 21
203	203	in the enactment of title I of division T of the Consolidated 22
204	204	Appropriations Act, 2021 (20 U.S.C. 80t et seq.). 23
