Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Smithsonian American 4
Women’s History Museum Act’’. 5
SEC. 2. SITE OF SMITHSONIAN AMERICAN WOMEN’S HIS-6
TORY MUSEUM. 7
(a) A
UTHORIZINGSITEWITHINRESERVE OFNA-8
TIONALMALL.— 9
(1) I
N GENERAL.—Notwithstanding any other 10
provision of law or regulation, including section 11
8908(c) of title 40, United States Code, the Smith-12
sonian American Women’s History Museum may be 13
located within the Reserve (as defined in section 14
8902(a) of title 40, United States Code). 15
(2) C
ONFORMING AMENDMENT .—Section 16
107(d) of division T of the Consolidated Appropria-17
tions Act, 2021 (20 U.S.C. 80t–5(d)) is amended by 18
striking ‘‘, except that’’ and all that follows and in-19
serting a period. 20

OTHERFEDERALAGENCY.—Section 107(b) of division T 22
of the Consolidated Appropriations Act, 2021 (20 U.S.C. 23
80t–5(b)) is amended to read as follows: 24

EDERALAGENCY.— 2
‘‘(1) N
OTIFICATION TO OTHER AGENCY OR EN -3
TITY.—The Board of Regents shall not designate a 4
site for the Museum that is under the administrative 5
jurisdiction of another Federal agency or entity 6
without first notifying the head of the Federal agen-7
cy or entity. 8
‘‘(2) N
OTIFICATION TO COMMITTEES .—Once 9
notified under paragraph (1), the head of the Fed-10
eral agency or entity shall promptly submit written 11
notification to the Chair and ranking minority mem-12
bers of the Committee on Rules and Administration, 13
the Committee on Appropriations, and the Com-14
mittee on Energy and Natural Resources of the Sen-15
ate, and the Committee on House Administration, 16
the Committee on Natural Resources, the Committee 17
on Transportation and Infrastructure, and the Com-18
mittee on Appropriations of the House of Represent-19
atives, stating that the Federal agency or entity was 20
notified by the Board of Regents that a site under 21
its jurisdiction was designated and that a transfer 22
will be initiated as soon as practicable. 23
‘‘(3) T
RANSFER.—As soon as practicable after 24
the date on which the individuals described in para-25

cy or entity shall transfer to the Smithsonian Insti-3
tution its administrative jurisdiction over the land or 4
structure that has been designated as the site for 5
the Museum.’’. 6
(c) E
NSURINGDIVERSITY OF POLITICALVIEW-7
POINTS AND AUTHENTIC EXPERIENCES.—Section 8
104(b)(4) of division T of the Consolidated Appropriations 9
Act, 2021 (20 U.S.C. 80t–2(b)(4)) is amended to read as 10
follows: 11
‘‘(4) E
NSURING DIVERSITY OF POLITICAL VIEW -12
POINTS AND AUTHENTIC EXPERIENCES .— 13
‘‘(A) I
N GENERAL.—The Council shall en-14
sure that the exhibits and programs of the Mu-15
seum accurately and comprehensively represent 16
the varied cultures, histories, events, and values 17
held by women in the United States. 18
‘‘(B) S
PECIFIC REQUIREMENTS .—In car-19
rying out its duties, the Council shall ensure 20
that it seeks and utilizes to its maximum ability 21
guidance from a broad array of knowledgeable 22
and respected sources reflecting the diversity of 23
the political viewpoints and authentic experi-24
ences held by women in the United States, and 25

shall seek such guidance for both the creation 1
and substantial revision of exhibits and pro-2
grams. 3
‘‘(C) D
EFINITIONS.—In this subpara-4
graph— 5
‘‘(i) the term ‘broad array’ means a 6
range of experts and publications that rep-7
resent the broad spectrum of communities 8
of women, to include varied viewpoints, po-9
litical ideologies, cultures, and lived experi-10
ences in the United States; and 11
‘‘(ii) the term ‘knowledgeable and re-12
spected source’ means an individual who 13
has gained through education, publication, 14
or witnessing an important or historical 15
event, the ability to advise on at least one 16
unique viewpoint or experience of a par-17
ticular community of women in the United 18
States, and whose knowledge has been re-19
lied upon by a notable segment of that 20
community for education, heritage preser-21
vation, or historical purposes, and includes 22
the work of such an individual which re-23
flects such ability and knowledge.’’. 24

(d) REPORTS TOCONGRESS.—Not later than 120 1
days after the date of enactment of this Act and every 2
2 years thereafter, the Secretary of the Smithsonian shall 3
submit to the Committee on Natural Resources of the 4
House of Representatives, the Committee on Energy and 5
Natural Resources of the Senate, the Committee on House 6
Administration of the House of Representatives, the Com-7
mittee on Rules and Administration of the Senate, the 8
Committee on Transportation and Infrastructure of the 9
House of Representatives, the Committee on Appropria-10
tions of the House of Representatives, and the Committee 11
on Appropriations of the Senate, a report on actions taken 12
by the Director of the Smithsonian American Women’s 13
History Museum and the Council of the Museum to com-14
ply with the requirements of the amendments made by 15
subsection (c), including a description of actions taken 16
with respect to substantial revisions of current exhibits 17
and programs as well the planning of future exhibits and 18
programs. 19
(e) E
FFECTIVEDATE.—This section and the amend-20
ments made by this section shall take effect as if included 21
in the enactment of title I of division T of the Consolidated 22
Appropriations Act, 2021 (20 U.S.C. 80t et seq.). 23
