2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Measures for Safer 4
2727 School Districts Act’’ or the ‘‘MSD Act’’. 5

3333 Title VIII of the Elementary and Secondary Edu-3
3434 cation Act of 1965 (20 U.S.C. 7801 et seq.) is amended 4
3535 by adding at the end the following: 5
3636 ‘‘PART H—EMERGENCY RESPONSE AND 6
3737 PARENTAL NOTIFICATION PROCEDURES 7
3838 ‘‘SEC. 8701. EMERGENCY RESPONSE AND PARENTAL NOTI-8
3939 FICATION PROCEDURES. 9
4040 ‘‘(a) P
4141 OLICIES ANDNOTIFICATIONREQUIRED.—As 10
4242 a condition of receiving funds under this Act, each local 11
4343 educational agency shall— 12
4444 ‘‘(1) develop and implement emergency re-13
4545 sponse procedures covering all students, faculty, and 14
4646 staff at public elementary and secondary schools 15
4747 under the jurisdiction of the agency; and 16
4848 ‘‘(2) pursuant to such procedures, ensure that 17
4949 parents and guardians receive timely notification of 18
5050 covered threats and emergencies that occur on 19
5151 school grounds, during school transportation, or dur-20
5252 ing school-sponsored activities. 21
5353 ‘‘(b) A
5454 DDITIONALREQUIREMENTS.—The emergency 22
5555 response and notification procedures developed under sub-23
5656 section (a) shall meet the following criteria: 24
5757 ‘‘(1) The procedures shall be developed in con-25
5858 sultation with appropriate public safety agencies. 26

6262 ‘‘(2) Commonly used alarm system responses 1
6363 for specific types of emergencies shall be imple-2
6464 mented. 3
6565 ‘‘(3) The procedures shall identify— 4
6666 ‘‘(A) the primary emergency response 5
6767 agency that is responsible for each type of cov-6
6868 ered threat or emergency; and 7
6969 ‘‘(B) the individuals within each school 8
7070 who are responsible for contacting the primary 9
7171 emergency response agency in the event of such 10
7272 a threat or emergency. 11
7373 ‘‘(c) C
7474 OVEREDTHREATS AND EMERGENCIESDE-12
7575 FINED.—In this section, the term ‘covered threats and 13
7676 emergencies’ means— 14
7777 ‘‘(1) weapons possession or use when there is 15
7878 intended harm toward another person; 16
7979 ‘‘(2) active shooter or hostage situations; 17
8080 ‘‘(3) bomb threats; 18
8181 ‘‘(4) murder, homicide, or manslaughter; 19
8282 ‘‘(5) sex offenses, including rape, sexual as-20
8383 sault, or sexual misconduct involving a student and 21
8484 school personnel; 22
8585 ‘‘(6) trespassing; 23
8686 ‘‘(7) fires; 24

9090 ‘‘(8) natural weather emergencies, including 1
9191 hurricanes, tornadoes, and severe storms; 2
9292 ‘‘(9) natural disasters; 3
9393 ‘‘(10) exposure to harmful substances or condi-4
9494 tions as a result of a manmade emergency; and 5
9595 ‘‘(11) such other threats and emergencies as a 6
9696 local educational agency determines appropriate to 7
9797 address through the procedures required under sub-8
9898 section (a).’’. 9
9999 SEC. 3. INSTALLATION OR MODIFICATION OF INTERIOR 10
100100 AND EXTERIOR DOORS IN SCHOOLS. 11
101101 (a) I
102102 NGENERAL.—Not later than 90 days after the 12
103103 date of the enactment of this Act, the Director of the Cy-13
104104 bersecurity and Infrastructure Security Agency (CISA) of 14
105105 the Department of Homeland Security, in consultation 15
106106 with the Secretary of Homeland Security, shall convene 16
107107 a rulemaking advisory committee to review and develop 17
108108 findings and recommendations to require the installation 18
109109 or modification of interior and exterior doors in any ele-19
110110 mentary or secondary school in the United States which 20
111111 receives Federal funding. 21
112112 (b) M
113113 EMBERSHIP.—The Director of CISA shall chair 22
114114 and, in consultation with the Secretary of Homeland Secu-23
115115 rity, appoint the members of the rulemaking committee 24
116116 under subsection (a), which shall be comprised of the Sec-25

121121 one representative from the constituencies of— 2
122122 (1) State and local law enforcement officers; 3
123123 (2) school safety personnel or school resource 4
124124 officers; 5
125125 (3) school safety advocates, which may include 6
126126 parents; 7
127127 (4) public, private, or parochial school teachers 8
128128 or administrators; 9
129129 (5) individuals with expertise in the area of bal-10
130130 listic shielding technology; 11
131131 (6) individuals with expertise in the field of 12
132132 school construction, including structural engineering 13
133133 or architecture; and 14
134134 (7) other stakeholders or experts the Director 15
135135 of CISA, in consultation with the Secretary of 16
136136 Homeland Security, determines appropriate. 17
137137 (c) C
138138 ONSIDERATIONS.—The rulemaking advisory 18
139139 committee under subsection (a) shall consider the fol-19
140140 lowing: 20
141141 (1) Requirements for any reinforced door, in-21
142142 cluding an identification or specification of appro-22
143143 priate technologies, mechanisms, covers, adhesives, 23
144144 or other qualities of such doors that may be utilized 24

149149 elementary or secondary school building. 2
150150 (2) Reinforced door performance standards that 3
151151 manufacturers and elementary or secondary schools 4
152152 are required to satisfy. 5
153153 (3) The development, certification, testing, 6
154154 manufacturing, installation, and training relating to 7
155155 reinforced doors. 8
156156 (4) The appropriate term of service or lifetime 9
157157 of a reinforced door. 10
158158 (5) How requirements will ensure the effective-11
159159 ness of a reinforced door in protecting against 12
160160 threats while not inhibiting the movement of law en-13
161161 forcement personnel in pursuit of a threat or the 14
162162 ability of students, teachers, and elementary or sec-15
163163 ondary school personnel to safely evacuate in the 16
164164 event of an emergency. 17
165165 (6) Other considerations the Director of CISA 18
166166 determines appropriate. 19

168168 EPORT TOCONGRESS.—Not later than one year 20
169169 after the convening of the rulemaking advisory committee 21
170170 under subsection (a), the Director of CISA shall submit 22
171171 to the Committee on Homeland Security and the Com-23
172172 mittee on Education and Workforce of the House of Rep-24
173173 resentatives and the Committee on Homeland Security 25

186186 CHOOLS.—Not later than six months after the date of 7
187187 submission of the report required under subsection (d), 8
188188 the Director of CISA, taking into consideration the find-9
189189 ings and recommendations contained in such report, shall 10
190190 issue a final rule requiring the installation or modification 11
191191 of interior and exterior doors in elementary or secondary 12
192192 schools for the purpose of reinforcing such doors. 13

194194 TATEHOMELAND SECURITYGRANTPRO-14
195195 GRAM.—This section shall be administered under the au-15
196196 thorization of the Homeland Security Grant Program 16
197197 under section 2004 of the Homeland Security Act of 2002 17
198198 (6 U.S.C. 605). There is authorized to be appropriated 18
199199 to such Program to carry out this section an additional 19
200200 $100,000,000 for the fiscal year in which the final rule 20
201201 is issued in accordance with subsection (e) and for each 21
202202 of the nine fiscal years thereafter. Such additional 22
203203 amounts may only be obligated and expended for the pur-23
204204 pose of carrying out this section. 24
