EMERGENCY RESPONSE AND PARENTAL NOTIFICA-1 TION PROCEDURES. 2 Title VIII of the Elementary and Secondary Edu-3 cation Act of 1965 (20 U.S.C. 7801 et seq.) is amended 4 by adding at the end the following: 5 ‘‘PART H—EMERGENCY RESPONSE AND 6 PARENTAL NOTIFICATION PROCEDURES 7 ‘‘SEC. 8701. EMERGENCY RESPONSE AND PARENTAL NOTI-8 FICATION PROCEDURES. 9 ‘‘(a) P OLICIES ANDNOTIFICATIONREQUIRED.—As 10 a condition of receiving funds under this Act, each local 11 educational agency shall— 12 ‘‘(1) develop and implement emergency re-13 sponse procedures covering all students, faculty, and 14 staff at public elementary and secondary schools 15 under the jurisdiction of the agency; and 16 ‘‘(2) pursuant to such procedures, ensure that 17 parents and guardians receive timely notification of 18 covered threats and emergencies that occur on 19 school grounds, during school transportation, or dur-20 ing school-sponsored activities. 21 ‘‘(b) A DDITIONALREQUIREMENTS.—The emergency 22 response and notification procedures developed under sub-23 section (a) shall meet the following criteria: 24 ‘‘(1) The procedures shall be developed in con-25 sultation with appropriate public safety agencies. 26 VerDate Sep 11 2014 01:42 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1335.IH H1335 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1335 IH ‘‘(2) Commonly used alarm system responses 1 for specific types of emergencies shall be imple-2 mented. 3 ‘‘(3) The procedures shall identify— 4 ‘‘(A) the primary emergency response 5 agency that is responsible for each type of cov-6 ered threat or emergency; and 7 ‘‘(B) the individuals within each school 8 who are responsible for contacting the primary 9 emergency response agency in the event of such 10 a threat or emergency. 11 ‘‘(c) C OVEREDTHREATS AND EMERGENCIESDE-12 FINED.—In this section, the term ‘covered threats and 13 emergencies’ means— 14 ‘‘(1) weapons possession or use when there is 15 intended harm toward another person; 16 ‘‘(2) active shooter or hostage situations; 17 ‘‘(3) bomb threats; 18 ‘‘(4) murder, homicide, or manslaughter; 19 ‘‘(5) sex offenses, including rape, sexual as-20 sault, or sexual misconduct involving a student and 21 school personnel; 22 ‘‘(6) trespassing; 23 ‘‘(7) fires; 24 VerDate Sep 11 2014 01:42 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1335.IH H1335 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1335 IH ‘‘(8) natural weather emergencies, including 1 hurricanes, tornadoes, and severe storms; 2 ‘‘(9) natural disasters; 3 ‘‘(10) exposure to harmful substances or condi-4 tions as a result of a manmade emergency; and 5 ‘‘(11) such other threats and emergencies as a 6 local educational agency determines appropriate to 7 address through the procedures required under sub-8 section (a).’’. 9 SEC. 3. INSTALLATION OR MODIFICATION OF INTERIOR 10 AND EXTERIOR DOORS IN SCHOOLS. 11 (a) I NGENERAL.—Not later than 90 days after the 12 date of the enactment of this Act, the Director of the Cy-13 bersecurity and Infrastructure Security Agency (CISA) of 14 the Department of Homeland Security, in consultation 15 with the Secretary of Homeland Security, shall convene 16 a rulemaking advisory committee to review and develop 17 findings and recommendations to require the installation 18 or modification of interior and exterior doors in any ele-19 mentary or secondary school in the United States which 20 receives Federal funding. 21 (b) M EMBERSHIP.—The Director of CISA shall chair 22 and, in consultation with the Secretary of Homeland Secu-23 rity, appoint the members of the rulemaking committee 24 under subsection (a), which shall be comprised of the Sec-25 VerDate Sep 11 2014 01:42 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1335.IH H1335 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 1335 IH retary of Education (or his or her designee) and at least 1 one representative from the constituencies of— 2 (1) State and local law enforcement officers; 3 (2) school safety personnel or school resource 4 officers; 5 (3) school safety advocates, which may include 6 parents; 7 (4) public, private, or parochial school teachers 8 or administrators; 9 (5) individuals with expertise in the area of bal-10 listic shielding technology; 11 (6) individuals with expertise in the field of 12 school construction, including structural engineering 13 or architecture; and 14 (7) other stakeholders or experts the Director 15 of CISA, in consultation with the Secretary of 16 Homeland Security, determines appropriate. 17 (c) C ONSIDERATIONS.—The rulemaking advisory 18 committee under subsection (a) shall consider the fol-19 lowing: 20 (1) Requirements for any reinforced door, in-21 cluding an identification or specification of appro-22 priate technologies, mechanisms, covers, adhesives, 23 or other qualities of such doors that may be utilized 24 VerDate Sep 11 2014 01:42 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1335.IH H1335 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 1335 IH to better guarantee security within a classroom or 1 elementary or secondary school building. 2 (2) Reinforced door performance standards that 3 manufacturers and elementary or secondary schools 4 are required to satisfy. 5 (3) The development, certification, testing, 6 manufacturing, installation, and training relating to 7 reinforced doors. 8 (4) The appropriate term of service or lifetime 9 of a reinforced door. 10 (5) How requirements will ensure the effective-11 ness of a reinforced door in protecting against 12 threats while not inhibiting the movement of law en-13 forcement personnel in pursuit of a threat or the 14 ability of students, teachers, and elementary or sec-15 ondary school personnel to safely evacuate in the 16 event of an emergency. 17 (6) Other considerations the Director of CISA 18 determines appropriate. 19 (d) R EPORT TOCONGRESS.—Not later than one year 20 after the convening of the rulemaking advisory committee 21 under subsection (a), the Director of CISA shall submit 22 to the Committee on Homeland Security and the Com-23 mittee on Education and Workforce of the House of Rep-24 resentatives and the Committee on Homeland Security 25 VerDate Sep 11 2014 01:42 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1335.IH H1335 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 1335 IH and Governmental Affairs and the Committee on Heath, 1 Education, Labor, and Pensions of the Senate a report 2 based on the findings and recommendations of such com-3 mittee. 4 (e) F INALRULERELATING TOINSTALLATION OR 5 M ODIFICATION OFINTERIOR ANDEXTERIORDOORS IN 6 S CHOOLS.—Not later than six months after the date of 7 submission of the report required under subsection (d), 8 the Director of CISA, taking into consideration the find-9 ings and recommendations contained in such report, shall 10 issue a final rule requiring the installation or modification 11 of interior and exterior doors in elementary or secondary 12 schools for the purpose of reinforcing such doors. 13 (f) S TATEHOMELAND SECURITYGRANTPRO-14 GRAM.—This section shall be administered under the au-15 thorization of the Homeland Security Grant Program 16 under section 2004 of the Homeland Security Act of 2002 17 (6 U.S.C. 605). There is authorized to be appropriated 18 to such Program to carry out this section an additional 19 $100,000,000 for the fiscal year in which the final rule 20 is issued in accordance with subsection (e) and for each 21 of the nine fiscal years thereafter.
